Wildlife clearance not required for basic public facilities, MoTA clarifies

The Ministry of Tribal Affairs (MoTA) has written to the environment ministry clarifying that wildlife clearance is not automatically required for constructing essential public facilities such as schools, anganwadis and roads on forest land under the Forest Rights Act (FRA)- 2006, provided they are recommended by the Gram Sabha. In an office memorandum issued on July 2, MoTA offered a detailed clarification on Section 3(2) of the FRA, which allows diversion of forest land for basic facilities such as schools, roads, health centres and irrigation projects for the benefit of forest-dwelling Scheduled Tribes and Other Traditional Forest Dwellers (OTFDs). Great Nicobar tribals not against proposed project, lack info: NCST member

Tribal communities in Great Nicobar are not opposed to development but lack sufficient information about a proposed mega infrastructure project on the island, National Commission for Scheduled Tribes (NCST) member Asha Lakra has said. The project, titled Holistic Development of Great Nicobar, involves the construction of a transshipment port, an international airport, a township and a power plant over more than 160 sq. km of land. This includes around 130 sq. km of pristine forest inhabited by the Nicobarese, a Scheduled Tribe (ST), and the Shompens, a Particularly Vulnerable Tribal Group (PVTG), whose population is estimated to be between 200 and 300. Vijay Devarakonda booked under SC/ST Act for remarks on tribal people

A case was registered against actor Vijay devarakonda under SC/ST (Prevention of Atrocities) Act, for his alleged remarks about tribal people during a movie pre-release event here, police said on Sunday. According to police, the actor allegedly compared the recent terror attack in Pahalgam to tribal wars from 500 years ago while speaking at the event in April this year. Tribal groups call Centre's forest data to NGT 'false,' say it defies FRA

An umbrella group representing over 150 tribal and forest dwellers' organisations in the country said on Thursday that the central government's data on forest area encroachment, submitted to the National Green Tribunal (NGT), is not authentic as it has yet to fully implement the Forest Rights Act (FRA). The Union Environment Ministry's response was not immediately available. The Forest Rights Act, 2006, recognises the rights of tribals and forest-dependent communities over the land they have lived on and protected for generations. However, its implementation has been marked by violations, with a large number of claims wrongly rejected. In 2019, while hearing a plea filed by a wildlife NGO, the Supreme Court ordered the eviction of over 17 lakh families whose FRA claims were rejected. Congress seeks law for SC, ST quota in private, non-minority institutions

The Congress on Monday demanded that the government bring in a legislation for SC, ST and OBC quota in private, non-minority educational institutions in the country. In a statement, Congress general secretary, communications, Jairam Ramesh noted that the Parliamentary Standing Committee on Education, Women, Children, Youth, and Sports had recommended a new legislation to implement Article 15(5). House panel flags fund lapses in scheme for vulnerable tribal groups

A parliamentary standing committee has expressed concern over the lack of funds disbursed to key states under the Development of Particularly Vulnerable Tribal Groups (PVTGs) scheme during 2022-23. No allocations were made to states like Jharkhand, Madhya Pradesh, Maharashtra, Kerala, Uttar Pradesh and Uttarakhand, which have significant tribal populations, making the Committee to question how planned developmental work was carried out in the absence of resources. The parliamentary panel report on Social Justice and Empowerment for demand for grants by the Ministry of Tribal Affairs emphasised the need to avoid the pitfalls of previous programmes, citing underutilisation of allocated funds, delays in submission of utilisation certificates by states and procedural inefficiencies. ST panel urges Centre, states to take policy action for displaced tribals

The National Commission for Scheduled Tribes has asked the Union Home Ministry and Chhattisgarh, Maharashtra, Andhra Pradesh, and Odisha to submit a detailed report on the status of the Gottikoya tribals, who were displaced from Chhattisgarh due to Maoist violence and are now reportedly living in neighbouring states in difficult conditions, excluded from social security benefits. The Commission has requested the presence of the Home Ministry's secretary and the chief secretaries of the states concerned at a meeting scheduled for December 9 to discuss the issue, recommending a prompt policy decision to provide necessary support to the community. Over 47K complaints filed with NCSC; caste, land disputes among issues

Over 47,000 complaints have been received by the National Commission for Scheduled Caste in the last four years, according to official data, with atrocities against Dalits, and disputes related to land and governments jobs being the main issues. As per information shared by the NCSC in response to an RTI filed by PTI, 11,917 complaints were received in 2020-21, 13,964 complaints registered in 2021-22, 12,402 in 2022-23 and 9,550 complaints so far in 2024. Speaking to PTI about the data, NCSC chairperson Kishor Makwana said the most common complaints received by the commission are related to atrocities against the Scheduled Castes community, followed by land disputes and issues related to services in the government sector. "In a bid to address the complaints speedily, from next month, me or my members would be visiting the state offices and looking into the issues faced by the people there," he said.
