After a stern diktat from the Prime Minister's Office, government offices are rapidly shifting to bio-metric recording of attendance, which is also being adopted by affiliate organisations and public sector units attached to the ministries. It is here - at the affiliate offices - that the system is proving difficult to implement. Insiders say that while the system will be effective in cutting down absenteeism, it is not fool-proof. A large chunk of the workforce in some affiliate organisations does not work full-time. Devising a system that is sensitive to these different arrangements will be tricky and time-consuming.
