Sources in the government admitted that discussions are being held at the highest level regarding pricing of the prime land and several other issues viz CRZ modifications, changing land reservation, introduction of commercial activity among others.
Republican Party of India and other dalit organisations have been demanding since long that the procedure to build the memorial of the 'architect of Constitution' on now defunct Indu Mills land in Central Mumbai be expedited.
Centre has given an in-principle nod for transfer of the land, once owned by now defunct Indu Mills, for building the structure.
In its argument, the NTC had cited the example of another mills in Central Mumbai on whose land the state had sanctioned the development of a five-star hotel thus changing its use from industrial to commercial.
According to NTC, that land too was governed by the coastal norms and was reserved for industries. The development of the hotel had caused the price of the land to shoot up.

The government had ordered a review into the sanction.
After it was found that laws were bent to change the land use of the said plot, Chief Minister Prithviraj Chavan had revoked the sanction given for the development of the five-star hotel.
Similarly, the NTC has sought a Concept Plan on how the state government proposes to utilise the 12-acre land.
"Discussions are also on if the land can be given on lease if there are hurdles in the transfer," sources added.
