Delhi's retail liquor trade records sharp decline compared to Q1FY23

The retail liquor trade in Delhi has recorded a sharp decline as compared to the first quarter (April-June) in 2022, when the now-scrapped excise policy of the city government was in place, according to a report prepared by the Confederation of Indian Alcoholic Beverage Companies (CIABC). The new excise policy of the Delhi government was withdrawn in July 2022 after Lieutenant Governor V K Saxena recommended a CBI probe into alleged irregularities in its implementation. The policy was finally wrapped up on August 31 last year. The old policy under which Delhi government corporations opened liquor vends in the city was rolled out on September 1, 2022. Despite all the disruptions related to the excise policy changes and non-availability of many brands, Delhi maintained a healthy annual growth rate of 36 per cent year on year, the CIABC report said. Liquor sales volume grows 14% in FY23, premium segment over Rs 1k grows 48%

Sales of Indian-made foreign liquor (IMFL) rose by 14 per cent in volume terms to 385 million cases in FY 2022-23 while premium products priced over Rs 1,000 per 750ml bottle grew by 48 per cent, according to industry body CIABC. Sales are almost 12 per cent higher than the pre-Covid levels of FY 2019-20, indicating that the impact of Covid has fully worn off, it said. The industry is expected to grow in the current fiscal by 8 per cent to end around 412-415 million cases (9 litres each), the report by the Confederation of Indian Alcoholic Beverage Companies (CIABC) stated. In FY23, whisky remained the largest segment with an expected sales volume of 243 million cases, contributing 63 per cent of sales of the total industry. Chhattisgarh Chief Minister Bhupesh Baghel on Monday called the Enforcement Directorate an "agent" of the Bharatiya Janata Party and dubbed the ED's claim of unearthing an alleged liquor scam in the state as false and baseless. As the Assembly polls were nearing in the state, the "disappointed" BJP was trying to defame the Congress government using the ED, he claimed. The state polls are due this year-end. Delhi Chief Minister Arvind Kejriwal and his Punjab counterpart Bhagwant Mann visited Deputy Chief Minister Manish Sisodia's residence to meet his family members after the CBI arrested the AAP leader on Sunday. Taxes account for 67-80% of liquor prices; threatens sector's future: ISWAI

High rates of taxation are crippling the alcoholic beverages (alcobev) sector and threatening the future of the liquor industry in the country, the International Spirits & Wines Association of India (ISWAI) said. ISWAI, the apex body of the premium alcobev industry in the country, said that taxes account for 67 to 80 per cent of the product prices, leaving little for the trade to sustain and manage operations. The Indian alcobev industry is in deep crisis due to inflation on one hand and high taxation rates. In this context, it is needed to decrease taxes and raise product prices for the sector to sustain," ISWAI CEO Nita Kapoor said. Unlike other industries, the liquor industry does not have the freedom to price the products, Kapoor said. "The liquor trade contributes 25 per cent to 40 per cent of the state governments' revenues.
