Chinese leader Xi Jinping welcomed Russian President Vladimir Putin as an old friend as the two began a series of meetings Tuesday at a time when their countries face both overlapping and differing challenges from the United States. India's flagship overseas firm ONGC Videsh is hopeful that the opening of banking channels with Russia and a sanctions waiver on Venezuelan oil will allow it to recover pending dues in both countries, a senior official said on Friday.
