| "Globalisation has a relentless logic of its own and there is no escaping the larger question on outsourcing. It is the task of the departments concerned to determine their boundaries of outsourcing ? what must be done inside the department and what should be outsourced," he said. |

| Pointing out that IT has brought about a revolution in every sector, the minister lauded the efforts of the customs department in adopting change. |

| "To ensure the success of outsourcing, Customs should define the services and levels expected to be delivered by the end-user. This can be achieved through extensive consultation with stakeholders," he added. |

| Palanimanickam commended the role of WCO in creating awareness on technological imperatives required for adoption by customs organisations worldwide. |
