The government may be taking all sorts of ineffectual decisions to counter accusations of policy paralysis, but the bureaucrats who are responsible for the files know better. Given the atmosphere of distrust that has developed between politicians and bureaucrats, especially after the 2G licensing scam, one government secretary quipped, “Civil servants are watching their backs, not the files.”
