A women's organisation today accused the BJP and panchayat leaders of having instigated caste and communal forces in Muzaffarnagar to polarise the society ahead of election.
"The danger is great because women's security is being used as a means of polarisation and cases of sexual assault are being distorted so that riots can take place and the anti-minority violence gets instigated.
"This entire incident is linked with election and the fact that Amit Shah, who is the right hand man of Narendra Modi, is put in charge of Uttar Pradesh and this is one of the key reasons behind this recent riots," said Sudha Sundararaman, General Secretary of the All India Democratic Women's Association (AIDWA) at a press conference here.
Releasing a report on its visit to the relief camps in Jogiakhera and Loyi, she said that five rape cases have come to their notice, in which FIRs have been registered in four cases, but no statements have been recorded, which is mandatory for the filing of a chargesheet.
"And in all these cases, people have been raped by their neighbours and that is why they don't want to go back to their homes. Police have all the names but not a single person has been arrested till date. There are many more cases of sexual assault and molestation but women and especially young girls who are victims are too shocked to speak out," AIDWA Delhi committee secretary, Sebha Farooqui alleged.
She said that the people who have been attacked are poor and backward caste muslims and work in the fields and enterprises of the attackers.
The report throws light on cases of missing children whose parents have registered complaints but so far there have been "no efforts" by the administration to trace them.
AIDWA members demanded immediate action in all the cases of rape to arrest the guilty.
A team of women counsellors from trained agencies and representatives of women's organisations should be sent to the camps and affected areas to meet the women victims and instill confidence in them, they demanded.
AIDWA urged the UP government to step up relief measures and chalk out a rehabilitation plan for the victims.
Family members of three alleged rape victims and a missing child also narrated their ordeal.
