The East Coast Railway (ECoR) plans to install the Kavach, train collision avoidance system, an official said. The Kavach system will be installed between Ranital (Bhadrak) in Odisha and Duvvada (Visakhapatnam) in Andhra Pradesh, a vital section of the Howrah-Chennai main line covering a distance of 595 km. "Tender has been notified for the survey, design, supply, installation, testing, and commissioning of Kavach equipment, as well as other associated works, with an estimated value of about Rs 280 crore," an official statement said. The installation of Kavach, the indigenous train collision avoidance system, is a top priority set by Railway Minister Ashwini Vaishnaw to enhance safety on busy and critical rail corridors. "A detailed estimation is underway for installing Kavach in the remaining sections of ECoR. It is also focusing on modern signalling and interlocking systems to minimize human error," it said. The Commissioner of Railway safety has said the Kanchanjunga express accident involving a goods train was "waiting to happen" due to lapses at multiple levels in managing train operations in automatic signal zones, and "inadequate counselling" of loco pilots and station masters. In its probe report into the June 17 accident that left 10 persons dead, including the loco pilot of the goods train, the Commissioner of Railway Safety (CRS) also recommended implementation of the Automatic Train-protection system (KAVACH) on top priority. The CRS said wrong paper authority or T/A 912 to cross defective signals was issued to the loco pilot of the goods train involved by authorities concerned. At least nine people were killed and more than 32 injured after two trains collided on the Howrah-Chennai line in Vizianagaram district of Andhra Pradesh on Sunday evening, police said. A senior official of the East Coast Railway (ECR) said at around 7 pm, the Palasa passenger train hit the Rayagada passenger train from behind at Kankatapalli, causing three coaches to derail. According to the information provided by Vizianagaram Collector S Nagalakshmi, at least 32 people were injured. A senior railway official said the injured were being shifted to hospitals in Visakhapatnam and Vizianagaram. In a post on X, Railway Minister Ashwini Vaishnaw said the government has announced ex-gratia payments for the victims. "All injured shifted to hospitals. Ex-gratia compensation disbursement started -- Rs 10 Lakh in case of death, Rs 2 Lakh towards grievous and Rs 50,000 for minor injuries," he said on the microblogging website. A special court here has sent the three accused railway officials in the Balasore train disaster to judicial custody, after the end of their CBI remand period. Senior Section Engineer (Signal) Arun Kumar Mahanta, Section Engineer Mohammed Amir Khan and Technician Pappu Kumar, who have been placed under suspension by the Railways, were produced before the CBI Special Court on Friday after their remand period ended. The accused were arrested by the CBI on July 7. The special court had granted five-day remand of the accused to the CBI, which is investigating the case, on July 7. Later, on July 11, the court had extended the remand period for four more days at the request of the investigating agency. The next date of hearing is on July 27. The three accused have been booked under IPC Sections 304 (culpable homicide not amounting to murder) and 201 (destruction of evidence), and under Section 153 of the Railways Act.
