"My party will formally request the ECI to review security in this area. We are concerned about gaps in the security grid," Omar tweeted.
"...the EC code forbids me from any engagement with the security forces so the EC is now responsible for plugging any loopholes," Omar's tweet read further.
Local media reports said that Bhat was kiled in the Nazneen Pora area of the district, which lies in the southern part of the state.
Bhat, 38, was the son of Abdul Rehman. He was killed outside his home around 9.35 p.m.
Police gave conflicting reports, with some officers saying he was killed after being called out of his home, while others said that he was in his car when he was shot dead outside his home.
Bhat succumbed to his injuries while he was being taken to hospital, sources said.
