Reacting to the National Democratic Alliance's charge that the recent fracas over the public service examination was a "legacy of the United Progressive Alliance" (UPA), Congress spokesperson Anand Sharma said tongue in cheek, "The way things are now, if there's a flood or a natural disaster then it's a legacy of the UPA, but if there's a good crop it's because of Narendra Modi." This can almost be interpreted as an admission of the Congress party's frustration at the Modi-led government's ability to get its communication strategy bang on target all the time while the "failure to communicate" had been a sore point with the UPA regime and was even blamed for the Congress' electoral defeat.
