"Nowhere in the country has any government given free land to a cricket association for construction of hotel. But in Himachal, the government gave land to the HPCA on a nominal lease of Rs 1 for the construction of a hotel adjunct to cricket stadium," Sharma alleged.
Accusing the BJP-led government of showing "undue favour" to the association, he said Congress will "appoint a judicial commission" to probe all the "irregularities".
Sharma also cornered BJP national president Nitin Gadkari over charges of corruption, and said the BJP leader should quit the party as he was never a politician but a "corrupt businessman".
Refuting the oft-repeated charge of discrimination by Centre against the Dhumal government, Sharma said he was ready for a public debate with the chief minister on this issue.
He said the UPA government has liberally given financial assistance to the state under various Centrally sponsored schemes and key institutions like IIT, a Central university, ESI medical College and NIFT have come to the state with Central assistance.
Sharma said FDI in retail will be beneficial for farmers, and accused the BJP government of harming state's interests by opposing the decision.
