The government on Friday approved the issuance of the 27th tranche of electoral bonds that will open for sale on July 3. The decision comes ahead of assembly elections of Rajasthan, Madhya Pradesh, Chhattisgarh, Telangana and Mizoram. Poll dates are likely to be announced in a couple of months. Electoral bonds have been pitched as an alternative to cash donations made to political parties as part of efforts to bring transparency to political funding. State Bank of India (SBI), in the 27th phase of sale, has been authorised to issue and encash electoral bonds through 29 authorised branches from July 3-12, the finance ministry said in a statement. The sale of the first batch of electoral bonds happened on March 1-10, 2018. The authorised SBI branches include those in Bengaluru, Lucknow, Shimla, Dehradun, Kolkata, Guwahati, Chennai, Patna, New Delhi, Chandigarh, Srinagar, Gandhinagar, Bhopal, Raipur and Mumbai. A team of deputy election commissioners will visit Madhya Pradesh next week to take stock of the preparedness for the assembly polls slated for October-November, sources said on Friday. They said the team is likely to be in Bhopal for two days beginning Monday. Election Commission officials had earlier visited four other states going to polls later this year -- Mizoram, Chhattisgarh, Telangana and Rajasthan -- to review the preparations. Britain's electoral watchdog said on Friday that about 14,000 people were prevented from voting in last month's local elections because of a new law requiring voters to show photo identification. The Electoral Commission said 0.25 per cent of people who went to polling stations were unable to cast ballots because they didn't have the right ID, and significantly more than that likely did not show up at all. A total of 2,36,464 nominations have been filed for nearly 74,000 seats in the three-tier panchayat election scheduled in West Bengal on July 8, a senior official of the State Election Commission (SEC) said. The ruling Trinamool Congress has filed 85,817 nominations while the BJP is in the second position with 56,321 candidates, according to a report prepared on Friday afternoon. Violence continued to rock parts of West Bengal over the filing of nominations for the July 8 panchayat poll for the fifth consecutive day on Wednesday, as activists of the ruling TMC and opposition parties. Clashes were reported in parts of South 24 Parganas and Bankura districts prompting the police to use force to disperse the mobs. Supporters of Indian Secular Front (ISF) and TMC clashed in Bhangore area of South 24 Parganas, nearly 30 km from Kolkata. A huge police contingent was rushed to the spot, which resorted to baton charge to control the situation. To ensure that no eligible voter is left out from the electoral rolls in Jharkhand, booth level officers (BLOs) would visit each household between July 21 and August 21, state Chief Electoral Officer, K Ravi Kumar, said on Tuesday. The total number of eligible voters in Jharkhand is 2.45 crore, he said. Addressing a press conference here, Kumar said that the summary revision of electoral rolls commenced in the state from June 1. He said of the 2.45 crore voters, the number of men is 1.26 crore and women is 1.19 crore while the number of third gender voters is 368. Many women are yet to be enlisted as voters, Kumar said. The State Election Commission (SEC) on Monday told the Calcutta High Court that it can extend the last date of filing nominations for panchayat polls in West Bengal by a day to June 16. After hearing petitions of opposition leaders for extension of date for filing nominations and deployment of central forces for the July 8 polls, the court had on June 9 observed that the time given for filing papers is prima facie inadequate. SEC counsel Jayanta Mitra, who submitted a report before the division bench presided by Chief Justice T S Sivagnanam on Monday, said the last date for filing nominations could be extended to June 16, stating that six days were given for the purpose on previous occasions too. The high court had directed the SEC to file a report in the form of an affidavit on the petitions by Congress leader Adhir Ranjan Chowdhury and BJP's Suvendu Adhikari for extension of dates as also for deployment of central forces.
