Highway developers worried over rising labour cost

The infrastructure sector is trying to address not only a financial crunch but also a shortage of skilled labour; labour costs in the sector have risen in three years by a little more than 50 per cent. According to the latest National Highways Construction Cost Index data, issued this June, the index for labour cost was at 185, compared to 110.2 in April 2014. Labour is eight to 10 per cent of road construction cost.Experts point to a higher thrust on infrastructure development, lack of skilled labour and government incentives to the rural population , where the major part of construction labour would come from. "Other costs have been quite stable for a long time; labour costs are increasing. The labour force at large has turned less needy, due to various government financial incentives and freebies," said K K Mohanty, managing director, Gammon Infrastructure and Projects."Demand is more than supply, with the increasing thrust on infrastructure. Road and highways ministry planning jobs of 500 mn man-days in 4 years

Highway projects of NHAI will help in creating employment of estimated 50 crore man-days in the next four years, the road and highways ministry said today. "The ongoing and targeted projects of National Highways Authority of India (NHAI) would generate estimated employment of approximately 50 crore man days over the next four years on a seasonal basis," the Ministry of Road Transport & Highways said in a statement. NHAI is aiming to construct approximately 50,000 km highway over the next four years. "This would be averaging to nearly 12.5 crore man-days yearly from 2018-2022. Of this, about 1 crore will be professional man-days, 3.5 crore skilled labour man-days and 8 crore semi-skilled and un-skilled man days," the statement added. Road, Defence ministries meet to iron out bottlenecks on highway projects

Ministry of Road Transport and Highways and National Highways Authority of India (NHAI) have achieved some traction as far as transfer of defence land for constructing highway projects is concerned. Union transport minister Nitin Gadkari today met Defence Minister Manohar Parrikar to discuss pending issues of transfer of defence land for highways and shipping projects.According to an official, the two ministries have been working together closely to resolve these issues. Cases like transfer of land on Gwalior - Shivpuri section of NH 3, Jodhpur - Barmer section of NH 112, Dagshi village on NH 22 ad Tinsukia bypass have been resolved as a result of mutual consultations, an official said. Pending cases like widening of NH 8 (Dhaula Kuan and IFFCO chowk) , Chennai port to Maduravoyal and transfer of Defence land for Eastern waterfront project of Mumbai port were discussed.
