Inter-State Council reconstituted with PM as chairman; NDA allies included

The Inter-State Council, which works for Centre-State and interstate coordination and cooperation, has been reconstituted with Prime Minister Narendra Modi as its chairman, all chief ministers and nine Union ministers as members and 13 Union ministers as permanent invitees. According to a notification issued by the Ministry of Home Affairs, Union ministers belonging to NDA allies Janata Dal (United), Janata Dal (Secular), Telugu Desam Party and Lok Janshakti Party are part of the reconstituted council. Prime Minister Modi will be the chairman, chief ministers of all states and union territories having a legislative assembly and administrators of union territories not having a legislative assembly will be members of the high-powered committee, the notification said. State bar councils cannot charge sky-high fees for enrolling lawyers: SC

State bar councils cannot charge exorbitant fees for enrolling law graduates as lawyers as it perpetuates "systemic discrimination" against marginalised and economically weaker sections, the Supreme Court ruled on Tuesday. Stating that "dignity is crucial to substantive equality", the bench observed that state bar councils (SBCs) and the Bar Council of India (BCI) cannot "alter or modify" the fiscal policy laid down by Parliament. They are users of delegated powers under the Advocates Act, 1961, a bench headed by Chief Justice D Y Chandrachud said, specifying that they cannot charge more than Rs 650 and Rs 125 for enrolling law graduates from the general and SC-ST categories, respectively. The verdict, which was reserved on April 22, came on 10 pleas filed by some lawyers who claimed SBCs were levying exorbitant enrolment fees, and the counter pleas of some SBCs. Amit Shah to chair inter-state council meeting in Bhopal on Monday

Union Home Minister Amit Shah will chair a meeting of the central region of the Inter State Council here on Monday, officials said. He will arrive in the Madhya Pradesh capital on Sunday night, said state home minister Narottam Mishra. The inter-state council meeting will take place at Kushabhau Thakre Hall (known as Minto Hall earlier). Uttar Pradesh Chief Minister Yogi Adityanath, Uttarakhand CM Pushkar Singh Dhami, Chhattisgarh CM Bhupesh Baghel and Madhya Pradesh CM Shivraj Singh Chouhan will be attending the meeting, officials added. Shah will later lay the foundation stone of a National Forensic Sciences University and address a seminar before returning to Delhi on Monday night.
