Every day in shifts, morning and night, a group of armed youngsters patrol roads around Manipur's Koutruk village. Their objective: Keep residents safe from the warring factions of Meitei and Kuki, two communities that have been in conflict since last year. These youngsters, mostly in their late 20s and early 30s, identify themselves as volunteers and say they have taken up the responsibility to keep their own safe as security forces "could not do enough to protect us". Kotruk in the Imphal Valley is one of the many villages in the state that is "protected" by such groups which identify themselves as "Village Volunteers", "Village Volunteer Force", "Village Defence Force" and "Village Protection Force". These groups, officials say, are not associated with any security agency or the armed forces. Mizoram Chief Minister Lalduhoma said the northeastern state has registered a 52 per cent growth in Goods and Services Tax (GST) in April this year. Quoting the data released by the Union Finance Ministry, Lalduhoma on Friday said that Mizoram collected Rs 108 crore in GST in April this year against Rs 71 crore collected in the same period the previous year. He attributed the growth in GST collection to massive efforts made by the state finance, planning and taxation department in revenue collection. "The reason behind the growth in GST collection is due to the massive efforts made by the finance, planning and taxation departments. People and business communities in particular are also aware of the importance of giving taxes to augment our revenue," the chief minister said. He claimed that the state's financial condition is moving towards stability due to the austerity measures being implemented by legislators and officials. Over 1,96,000 tourists including foreigners visited Mizoram in the year 2023, the state Tourism department said. A total of 1,96,880 tourists visited the northeastern state in 2023 of which 1,93,445 were domestic and 3,435 were foreigners, the state tourism department. With 1,162 tourists, Americans topped the list of foreigners visiting the northeastern state, it said, adding that tourists from other foreign countries including Japan, Australia, Israel, Canada and the United Kingdom, also visited Mizoram last year. The tourist footfall in 2022-23 was over 2.22 lakh of which 2.18 lakh were domestic tourists and 3,551 were foreigners. The tourist footfall in the state was minimal during the Covid-19 pandemic. Markets were shut and private offices were closed as an indefinite shutdown of business establishments began in Nagaland on Saturday to protest against extortion by underground groups. The shutdown was first observed in the state's commercial capital Dimapur on Friday, following which the other districts joined on a call given by the Confederation of Nagaland Chamber of Commerce & Industries (CNCCI). The CNCI said harassment of the business community over extortion cannot be tolerated any further. It urged the government to take immediate steps to stop the "unabated" extortions, intimidations and summons by the underground groups. A bridge on the National Highway 2 in ethnic violence-hit Manipur's Kangpokpi district was partially damaged in an IED explosion early on Wednesday, disrupting traffic movement in the area, police said. The blast occurred on the bridge between Sapermeina and Koubru Leikha areas around 12.45 am, an officer said. No casualties were reported so far in the improvised explosive device (IED) blast, he said. Three craters and cracks on both ends of the bridge were noticed, the officer said. Movement of heavy vehicles has been stopped on the bridge connecting Manipur's capital Imphal with Nagaland's Dimapur. Minutes after the explosion, police personnel rushed to the spot and cordoned off the bridge, he said, adding that an investigation into the IED blast has been initiated. Around 12,000 central and state paramilitary forces will be deployed in Tripura for the elections, a senior police officer said. Voting in Tripura West Lok Sabha seat and by-election in Ramnagar assembly seat will be held in the first phase on April 19, while electors in Tripura East Lok Sabha seat will exercise their franchise in the second phase on April 26. "A total of 84 companies of Central Armed Police Forces (CAPFs) have been deployed in the state for the elections, with 14 companies of CRPF arriving on Thursday," Assistant Inspector General (Law and Order) Jyotishman Das Chaudhury said. He said no more central forces will be deployed as 84 companies are "enough for conducting the elections in the state". Voting in the Outer Manipur constituency will be held in two phases, and those living in camps in violence-hit state will be allowed to vote from their camps, Chief Election Commissioner Rajiv Kumar said on Saturday. As the Election Commission announced the dates for Lok Sabha polls, queries were raised over the number of seats totalling up to 544, instead of 543. Kumar said the increase was due to Outer Manipur being counted twice, since polls will be held there in two phases. The elections for two Lok Sabha seats in Manipur will be held in two phases on April 19 and 26. While Inner Manipur and some segments of Outer Manipur will vote in the first phase on April 19, the remaining segments of Outer Manipur will vote in Phase 2 on April 26. More than 1,000 people have been arrested in Mizoram for entering the state illegally without possessing the Inner Line Permit (ILP), police said. The arrests were made during a special drive conducted jointly by the police and volunteers of influential civil society organisation Young Mizo Association on Tuesday night. According to the provisions of the Bengal Eastern Frontier Regulation, 1873, people from other states need to possess ILP to enter and stay in Mizoram for a specified period. A total of 1,187 people, including six minors, from other states were found not possessing ILP, a police officer said. The highest number of arrests at 1,065 was made in Aizawl, while 122 people were arrested in other districts, including Lunglei, Champhai, Saitual and Serchhip, he said. The violators were handed over to respective police stations for further action, the officer said.
The Citizenship (Amendment) Act, 2019, which came into effect on Monday, will not be implemented in most tribal areas in Northeastern states, including those granted special status under the 6th Schedule of the Constitution. According to the law, it is not going to be implemented in all Northeastern states where Inner Line Permit (ILP) is required for a visit by people of other parts of the country. The ILP is in force in Arunachal Pradesh, Nagaland, Mizoram and Manipur. The tribal areas, where autonomous councils were created under the 6th Schedule of the Constitution, were also exempted from the purview of the CAA, officials said quoting from the rues of the law that were notified on Monday. Such autonomous councils are in existence in Assam, Meghalaya and Tripura. These include Karbi Anglong, Dila Hasao and Bodoland Territorial Council areas in Assam, Garo Hills in Meghalaya and tribal areas in Tripura. Manipur Chief Minister N Biren Singh on Monday said 3,483 violence-hit farmers in the state have been selected for the "first phase of compensatory crop package". During the launch of the programme, Singh said, "In all, 3,483 have been selected as beneficiaries after verification by deputy commissioners. Another 2,399 have issues related with documents including Aadhar authentication and bank documents and have been sent for reverification by the DCs concerned." "The Centre has also allotted Rs 38.60 crore for the affected farmers out of which Rs 18.37 crore has been released for the first phase" Singh said. Churachandpur district has 1,137 affected farmers followed by Bishnupur (1,031), Imphal East (360) and Kangpokpi (272), he added.
A total of seven people, including three Myanmar nationals, were arrested in Mizoram's Lawngtlai district for possessing unaccounted cash, Assam Rifles said in a statement. Acting on a tip-off, the seven people travelling in a pickup truck were nabbed near RDS Bungtlang Junction on Sunday. A total of Rs 2.86 lakh in Indian Rupees and Myanmarese Kyat 47 million (4.7 crore) were seized from their possession, it said. The pickup truck used for transporting the currency notes was also seized, it added.
