Hashim panel moots three-stage process to identify urban poor

A panel appointed by the Planning Commission to evolve a uniform mechanism for identifying below poverty line (BPL) families in urban areas has suggested three-stage identification that will automatically include and exclude beneficiaries. The committee, under the chairmanship of former Planning Commission member S R Hashim, has suggested a score-based mechanism on indicators of residential, social and occupational vulnerability.
