At least four government primary schools in Uttar Pradesh's Deoria district remained closed on Friday instead of Sunday, an inquiry carried out by education department officials has revealed. The probe was initiated yesterday after it was found that another government primary school was named 'Islamia primary school' and it remained closed on Fridays, officials said. The administration acted and directed the school in Navalpur to remain open on Fridays and closed on Sundays and also removed the sign declaring it to be 'Islamia' primary school, they added. A probe was then initiated to check whether there were more such instances, the officials said adding the inquiry by education department officials revealed that four more schools were running on the same pattern. The Lok Sabha today passed a bill to amend the National Council for Teacher Education (NCTE) Act seeking to provide post-facto approval to those approved institutions which are funded by the Centre or states, but do not have recognition under the 1993 law. HRD Minister Prakash Javedekar said several state and central universities were running Bachelor of Education (B.Ed) and related courses, but do not have recognition. Replying to the concerns raised by members, he said though the amendment was "small, but it rectifies a major error". Seeking the support of the members to pass the measure, Javadekar said the legislation has been brought for the benefit of the students who have appeared for B.Ed, M.Ed and various other exams, but their institutes are not recognised. Haryana Chief Minister Manohar Lal Khattar today inaugurated 'Paudhagiri' programme, a new initiative aimed at environment conservation with the active participation of school students. The 'Paudhagiri' programme, launched by Khattar in Karnal, would be implemented through students from class 6 to 12. Under this campaign, 20 lakh saplings would be planted in the state that would make Haryana clean, an official spokesperson said here. An incentive of Rs 50 in every six months would be given to the students for three years (total Rs 300 for complete 3 years) for taking care of these plants. The chief minister also took a pledge along with people to connect them with this campaign. Earlier, Khattar laid the foundation stone of several projects worth Rs 32 crore in Karnal. The Centre is keen to resolve the ongoing agitation at the Manipur University as early as possible and has set up a fact-finding committee, which will submit its report within a month, Union HRD Minister Prakash Javadekar said today. "They came back and reported that the matter will be resolved very soon. Unfortunately, it did not happen like that. The city-based M S University (MSU) has cancelled a show by stand-up comedian Kunal Kamra on security grounds after a group of former students wrote to varsity officials, claiming his content is "anti-national". A local organisation had booked the university auditorium for a show by Kamra on August 11. The show was booked around a fortnight ago. However, the office of MSU Vice-Chancellor Parimal Vyas on Saturday issued direction to the auditorium to cancel the show. "We were directed by the office of the vice-chancellor to cancel the show after a group of former students made a representation before him, saying the content of the stand-up comedian is anti-national," said auditorium co-ordinator Rakesh Modi. "We were concerned about the security of the venue which is why we decided to cancel the show," he said. West Bengal Education Minister Partha Chatterjee today said the state government has formed an expert committee to look into the possibility of reintroducing the pass-fail system in the state-run schools. The erstwhile Left Front government had abolished the "pass fail" system or no detention of students till Class 8, in 2010. "We have taken the opinion of the educationists regarding this matter. There are different kinds of opinions regarding it. We have formed an expert committee to look into the matter," Chatterjee said. After the committee submits its report, it will be discussed with Chief Minister Mamata Banerjee and a final decision will be taken, he said. The state government is yet to decide from which class it will be implemented. The Delhi government has issued guidelines to all schools in the national capital for making them "tobacco-free zones", including summoning parents of those children who are found in possession of tobacco products. "We all are aware that tobacco is a major cause of deaths in India, surpassing the combined total deaths caused by Malaria, Dengue, TB & HIV/AIDS etc. In order to make all the schools 'Tobacco Free Zones', all principals are directed to ensure schools follow certain guidelines," a communication issued to schools by the Directorate of Education (DoE) said. The schools have been asked to nominate a health scheme nodal officer to maintain their buildings as tobacco-free zones. "Tobacco-free zone" boards have to be displayed at prominent places in school premises and "no smoking" signage boards have to be displayed as per Delhi State Tobacco Control Cell specifications, along with the name and contact details of the nodal officer. Only in Delhi and four Union territories all schools, including the elementary, secondary and higher secondary ones, have electricity connection, according to an HRD Ministry data. The Union territories include Lakshadweep, Puducherry, Dadra and Nagar Haveli and Daman and Diu. The minimum number of schools with electricity connection are in Bihar. The information was shared by the Union Minister of State for HRD, Upendra Kushwaha, in response to a written question in the Rajya Sabha. According to the data, Bihar has 36.74 per cent elementary schools, 57.61 per cent secondary schools and 65.03 per cent higher secondary schools with electricity connection. While Tripura has only 29.77 per cent elementary schools with electricity connections, 85.60 per cent secondary and 98.54 per cent higher secondary schools in the state have electricity connection, the HRD ministry data revealed. The government today moved a bill in the Lok Sabha to establish a specialised sports university in Manipur to promote various aspects of sports such as management, technology and coaching. The National Sports University Bill, 2018, introduced by Sports Minister Rajyavardhan Singh Rathore, will replace the ordinance promulgated by the President on May 31. Before the introduction of the bill, the minister withdrew a 2017 bill regarding the Manipur university from the House. The agitating Calcutta Medical College and Hospital(CMCH) students lifted their indefinite hunger strike on the 14th day today after a college council meeting decided to give in to their demands and accomodate senior students in two floors of the new 11-storied hostel. The college council meeting decided that students of second to fourth years will be alloted rooms in the two floors of the new hostel builing, a CMCH spokesman said. The indefinite fast was launched by six students of the premier institute, on July 10 and were joined by 15 others on July 19. The agitation was withdrawn at 2 pm this noon, he said. Human Resource Development Minister Prakash Javadekar on Monday said the new body to replace the University Grants Commission (UGC) will be autonomous with two separate wings -- one for regulatory functions and the other for providing grants to higher education institutions.

As many as 284 Eklavya Model Residential Schools have been sanctioned by the government so far and 214 of them were functioning in the country, Tribal Affairs Minister Jual Oram said today. Oram said a total of 65,231 students were enrolled in these 214 Eklavya Model Residential Schools (EMRSs). "As per the budget announcement for 2018-19 by the year 2022, every block with more than 50 per cent ST population and at least 20,000 tribal people, will have an EMRS," he said during Question Hour. The minister said Eklavya Schools will be on par with Navodaya Vidalayas and will have special facilities for preserving local art and culture besides providing training in sports and skill development.
