The Central Information Commission has directed the Medical Council of India to place in the public domain inspection reports of all medical institutions in the country within six weeks, in a major decision for the cause of transparency. The Council is a statutory regulator of medical education infrastructure in the country. It monitors and regulates number of seats, course structure and quality of education. The CBI is probing a number of cases related to alleged corruption in finalising inspection reports of MCI on the basis of which clearance are given to a medical college to run a course and take admissions. The Tamil Nadu government today said it will ensure that the state's interests were not affected in the wake of the Centre deciding to replace the University Grants Commission with the Higher Education Commission of India. The government's response came after the DMK raised the issue in the state Assembly, with the Leader of Opposition M K Stalin referring to 'fears' over fund allocation patterns to states vis-a-vis higher education. He wanted to know whether the state government was consulted on the matter and what it proposed to tell the Centre on the new body. Higher Education Minister K P Anbalagan said the state government would submit its views to the Centre on the matter by July 7. "We will ensure our interests are not affected, and accordingly give our views," he said, responding to Stalin. Transgender students will now get reservation in universities and affiliated colleges in Kerala. The state government has issued an order reserving two additional seats exclusively for TG members in all courses in universities and affiliated arts and science colleges in the state. The admission of TGs in the reserved seats would be subject to the fulfilment of qualification, the order issued by the Higher Education Department said. The objective of the move is to provide the marginalised group better opportunities for higher education and bring them to the forefront of society, official sources said. The order is based on a recommendation of the Social Justice Department. "Due to societal issues, these students often have to discontinue their studies or join other academic institutions after an academic year or after the admission process is closed," the order said. Amidst complaints of extortion from students for admission to colleges, West Bengal Chief Minister Mamata Banerjee today said that fees for the purpose will have to be deposited though banks from next year. Banerjee, who paid a sudden visit to her alma mater Ashutosh College in south Kolkata yesterday, said the merit list will be the only criteria for admission to colleges. State Education minister Partha Chatterjee said some outsiders are involved in the alleged extortion and the government will identify them and take strict action against them. Several persons have been arrested in connection with the alleged extortion. The Maharashtra government has directed all government-run as well as aided educational institutes in the state to reserve five per cent of the seats for students with disabilities. The quota will come into effect from this academic year (2018-19), said a Government Resolution (GR) issued by the Higher and Technical Education Department. Section 32 of the Rights of Persons with Disabilities Act, 2016 provides for such a reservation, the GR said. Apart from the quota, disabled students will also get a relaxation of five years in the upper age limit for admission to institutions of higher education, the GR said.

The Madras High Court today orally observed that political parties which sympathised with students who attempt or commit suicide over failure to get medical seats can adopt meritorious students of poor economic background who cannot afford the fees and help them pursue education. Justice N Kirubakaran made the oral observation during the hearing of a batch of petitions related to nativity certificates after a counsel submitted that some students were committing suicide upset over not getting medical seats. The Judge said if members of each political party adopt at least 10 candidates who are poor and meritorious, they would become a role model to others in society. They can even mention it in their election manifestoes.
