The Telangana Legislative Assembly today passed a bill making teaching and learning Telugu compulsory in the state. The Telangana (Compulsory Teaching and Learning of Telugu in Schools) Act, 2018 was supported by all parties, including BJP, TDP, AIMIM and CPI(M). Telugu shall be taught as a compulsory subject from Classes 1 to 10/Standard I to X in all schools, commencing from the academic year, 2018-19 "in a phased manner", according to the Act. The schools affiliated to CBSE or ICSE or IB or Cambridge Boards in Telangana shall implement the Telugu language as provided in the Act, it said. "Telugu language shall be,- (a) at school level,- (i) acompulsory subject from Standard I to Standard X; (ii) introduced at Standard I in Primary Schools and Standard VI in the High Schools from the Academic Year 2018-19 and shall be extended for further classes progressively as specified in the Schedule," it said. A day after the members of the Jawaharlal Nehru University Teachers' Association (JNUTA) were stopped from continuing their march to Parliament by the Delhi Police, the teachers' body today announced that it would take part in another protest march on March 28. The march, organised by the Federation of Central Universities' Teachers' Associations (FEDCUTA) is scheduled to start from Mandi House and conclude at Parliament Street. It will be taken out to protest against the Centre's move to privatise higher education. West Bengal Education minister Partha Chatterjee today said the government will take necessary action against those found guilty of tampering with sealed question paper packet at a school in Jalpaiguri district. Asked by reporters if he will intervene into the alleged breaking of seal of the Mathematics questun paper packet by a headmaster, ahead of the scheduled time, Chatterjee said, if anyone, including the headmaster, was really found guilty, then the state will certainly take necessary steps. The principal of a school in neighbouring Mumbra, from where SSC exam papers allegedly leaked and where the main accused was employed, is currently being interrogated in connection with the probe into the case, police said today. Police said they have observed several irregularities in the functioning of the school in which main accused Firoz Khan worked. "Khan didn't have a proper appointment letter or other valid documentation but he still had access to exam papers. We are questioning the principal as the leak allegedly originated from the school," said a police official. The principal has told police that she along with Khan had access to the room in which the papers were stored, officials said. Amboli police, which is investigating the case, have so far arrested four persons in this connection. Students of Assam Women's University (AWU), the only institute of its kind in the North East, are agitating to press for permanent vice-chanellor and for transforming it into a full fledged varsity. The agitation had been launched on March 5 and protests are being held across upper Assam in support of it. JNU professor Rakesh Bhatnagar has been appointed as the vice-chancellor of the Banaras Hindu University (BHU), the HRD Ministry said today. Bhatnagar, who was VC of Kumaon University from 2012 to 2013, has been teaching at JNU for two decades and his areas of interest include molecular biology of infectious diseases, recombinant vaccine development and programmed cell death in prokaryotes. President Ram Nath Kovind, who is the Visitor to the university, approved Bhatnagar's appointment this week, a senior HRD Ministry official said. He will take charge from BHU Registrar Neeraj Tripathi, who had been holding the additional charge of the top post since October last year. In a pattern shift, the ICSE board conducted practical examinations in schools this year rather than evaluating them at centralised marking centres. "This year the practical examinations were evaluated in school on days of respective exam as against earlier practice of evaluating them at centralised marking centres," a senior Board official said. The Council for Indian School Certificate Examinations (CISCE) has also reduced the passing marks for Class X from 35 per cent to 33 per cent and for Class XII to 35 per cent from 40 per cent this session. A total of 1,84,253 candidates are appearing for the ICSE Class X examination this year while 81,758 candidates have registered for ISC Class XII exam this year.

The Securities Appellate Tribunal (SAT) today stayed an Irdai order that suspended the registration of third-party administrator E-Meditek Insurance TPA. In its order, the tribunal said Insurance Regulatory and Development Authority of India (Irdai) had passed the order without giving an opportunity of hearing to E-Meditek Insurance TPA. "... we stay the operation of the impugned order forthwith with a direction to the member (non-life) to give an opportunity of hearing to the appellant (E-Meditek Insurance TPA) as expeditiously as possible and pass such order as he deems fit," the SAT said. The insurance regulator on March 20, 2018, had suspended the registration certificate of E-Meditek Insurance TPA after it found "serious" violations of norms by the third party administrator.
