Rajya Sabha proceedings were adjourned within minutes of the House assembling for the day on Monday, as the ruling and opposition parties traded barbs over Rahul Gandhi's 'democracy in danger' remark in London and a demand for a probe into allegations against the Adani Group. Both the ruling BJP and the opposition parties shouted slogans in support of their demands, prompting Chairman Jagdeep Dhankhar to adjourn the proceedings till 2 pm. Dhankhar said he had received notices under rule 267-9 from Congress members, including Pramod Tiwari, Rajneet Ranjan, Kumar Ketkar, Syed Nasir Hussain, Amee Yajnik, AKhilesh Prasad Singh, Neeraj Dangi and Mukul Wasnik, to discuss the failure of the government to constitute a joint parliamentary committee (JPC) to look into allegations of accounting fraud and stock market manipulation against the Adani Group. Binoy Viswam (CPI) and Elamaram Kareem (CPM) wanted a high-level probe monitored by the Supreme Court into the allegations made by US-based .

Govt bats for simultaneous polls; cites savings for public exchequer

The government on Friday batted for holding simultaneous elections to Lok Sabha and state assemblies, saying it would result in huge saving to the public exchequer, as it listed out "imperatives" such as amending the Constitution and bringing all political parties on board before carrying out the gigantic exercise. In a written reply in Lok Sabha, Law Minister Kiren Rijiju said a parliamentary panel had examined the issue of simultaneous elections to Lok Sabha and State Legislative Assemblies in consultation with various stakeholders, including the Election Commission. The Committee made certain recommendations in this regard. "The matter now stands referred to the Law Commission for further examination to work out a practicable road map and framework for simultaneous elections ...," Rijiju said. Parliamentary panel pulls up govt over non-release of funds under RGSA

A parliamentary panel has ticked off the panchayati raj ministry over non-release of funds to states under the flagship Rashtriya Gram Swaraj Abhiyan (RGSA). In its report tabled in Rajya Sabha on Wednesday, the Standing Committee on Rural Development and Panchayati Raj said these funds are released to the states primarily for capacity building and training of elected representatives, functionaries and other stakeholders of the panchayats. It said that 19 out of 34 states and Union territories have not received any funds under the scheme for the financial year 2022-23 (as on 31.12.2022). Similarly, in 2021-22, no funds were released to nine out of 34 states and Union territories. "The Ministry to this effect submitted that timely non-submission of requisite documents and non-compliance of instructions stipulated by the Ministry of Finance, inter alia, are the reasons for non-release of funds. Not in favour of setting up Fiscal Council, Centre tells Rajya Sabha

The central government on Tuesday informed the Rajya Sabha said that it is not in favour of setting up a Fiscal Council as was suggested by the different Finance Commissions. The 15th Finance Commission had suggested to the centre to set up an independent Fiscal Council with powers to access records as required from the Union as well as the States. Similar suggestions were made by the 13th and the 14th Finance Commissions. Disagreeing with the suggestion, Minister of State for Finance Pankaj Chaudhary in a written reply in the Upper House said the "institutions such as the Comptroller and Auditor General of India, the National Statistical Commission, the Finance Commission, etc. perform some or all of the roles proposed for the Fiscal Council by different Finance Commissions on Fiscal Responsibility and Budget Management (FRBM)."
