Second time in eight years that TRAI will be issuing guidelines. Comes amid the Adani-NDTV spat. Regulator had released consultation paper in April
Telecom regulator Trai will issue a public consultation paper to discuss regulations for internet-based calling, messaging and entertainment apps in December, a senior official said on Wednesday. The Department of Telecommunications has sought recommendations of the Telecom Regulatory Authority of India (Trai) to set up a legal framework for the over-the-top (OTT) apps that provide calling and messaging services. The telecom bill proposes OTT players also to comply with 'Know Your Customer' rules and facilitate lawful interception.

The Department of Telecommunications has set the deadline of October 20 on the draft bill. The bill seeks to replace three laws: the Indian Telegraph Act, 1885, the Indian Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.
