The Congress and Janata Dal (Secular) have staked claim to form a coalition government in Karnataka.
Karnataka has had a long history of subsequent governments, of all political hues, implementing welfare measures for the poor.
In their respective manifestos, the Congress and JD (S) had promised a slew of welfare measures. The Congress and JD (S) coalition government would need state revenues to increase substantially if it were to implement the promises made to the people by these two parties.
