CPI today expressed "shock" over acquittals in the 1987 Hashimpura massacre case and demanded re-opening of the case with a time-bound trial.
A resolution passed by the party at its 22nd Congress currently being held here said "failure of the system of prosecution and judiciary" was responsible for it.
"The party is shocked to learn that the PAC personnel responsible for custodial massacre of muslims in 1987 have been acquitted of the charges for want of evidence.
"The party congress believes that Hashimpura incident is a case of failure of the system of prosecution and Judiciary.
"The party demands re-opening of the case and fast track proceedings in time bound manner to ensure punishment to the murderers of innocent people of minority community in Hashimpura," it said in a statement.
All 16 accused Provincial Armed Constabulary (PAC) personnel in the massacre case, related to the killing of 42 Muslims who were picked up from a village in UP's Meerut, were acquitted on Saturday last by a Delhi court of charges, with the judge giving them the benefit of doubt.
The party also expressed "anguish and deep concern" over the recent attacks on Churches in various states and the rape of a nun in West Bengal.
It said programmes like 'Ghar wapasi' and 'Love-Jihad' are organised and supported by Sangh Parivar and openly supported by BJP Leaders.
The party said the Chief Ministers of Haryana and Maharashtra have blamed church activities for the attacks on churches but Prime Minister Narendra Modi is "silent" on these developments even though he "tweets on small events".
"This clearly reflects the attitude and mindset of BJP government to appease aggressive, intolerant elements of Sangh parivar to promote RSS brand of Hindutava.
"This conference of CPI urges all progressive, democratic and secular people and organisations to come together to fight back these anti-people design of Sangh parivar to undermine the democratic-secular fabric of our Indian society and the spirit of the Constitution," it said.
