Govt to bring bill in RS tomorrow on SC/ST quota in promotion

"The bill will be introduced in Rajya Sabha tomorrow either at 12 noon or at 2 pm for consideration and passage," Parliamentary Affairs Minister Pawan Kumar Bansal told reporters here.

He said the government plans to move a waiver notice which allows for the introduction of a bill without circulating it to the members of a particular House.

He said the bill would not be referred to a Parliamentary committee.

Bansal said a whip will be issued tonight asking Congress members to be present in the Upper House to ensure the passage of the proposed legislation which is a Constitution amendment bill requiring 2/3rd majority and the presence of half of the total number of members during voting.

 

Asked whether the government would be able to ensure its passage amid disruptions by the opposition over coal blocks allocation issue, the minister said he has requested BJP to let the House function.

He also said that the government is ready for a discussion in Rajya Sabha on the bill if the opposition demands.

UPA is in a minority in the Upper House and will find it difficult to get the Constitution amendment bill passed without the support of the opposition.

With Samajwadi Party not on board, government managers were trying to convince its leaders like Ram Gopal Yadav and Naresh Agarwal to support the measure.

If the bill is passed in Rajya Sabha tomorrow, it would come up before Lok Sabha on Thursday, Bansal said.

After the Cabinet nod, Law Minister Salman Khurshid said the government will ensure that the bill is passed soon. "We got it approved in the Cabinet today which shows that we are committed to bring it soon," he said.
