A division bench of acting Chief Justice V M Sahai and R P Dholaria today directed petitioner Ketan Pathak to deposit the amount with the State Legal Services Authority.
Pathak had alleged in his petition that a fair price shop owner in Narmada town had got licence through unfair means.
There was corruption in the entire public distribution system, he had alleged.
However, the government lawyer pointed out that three earlier petitions on the same issue had been rejected by other benches of the Gujarat High Court in the past and Pathak had not mentioned this in his petition.
Imposing fine on Pathak, the court disposed of the PIL.
