A Parliamentary Panel today slammed Department of Empowerment of Persons with Disabilities of not having concrete action plan to ensure optimal utilisation of allocated funds and asked it to take immediate steps to find the remedies.
In its report tabled in Parliament today, the Standing Committee on Ministry of Social Justice and Empowerment, the reasons attributed for under utilisation of funds are launching new schemes mostly at the fag end of 2014-15, receipt of insufficient proposals under SC/ST/NE components, incomplete and late proposals from States/UTs and non-functioning of utilisation certificates besides vacancies in the department.
"The Committee find that the Department has no concrete action plan to ensure optimal utilisation of allocated fund," the report said.
The Committee recommended that besides close and strict monitoring of the schemes, tie ups with state channelising agencies for timely submission of complete proposals and furnishing of utilisation certificates made at frequent intervals.
