Ghost muster roll scam: ACB arrests 2 MCD engineers

Two engineers, including a retired executive engineer, of erstwhile Municipal Corporation of Delhi were arrested today in connection with the ghost muster roll employee scam in municipal body, a senior Anti-Corruption Branch official said.

Retired Executive Engineer Bishan Ram Arya and Assistant Engineer Manjeet Singh (South Zone MCD) were arrested in connection with the scam involving a sum of around Rs 13 lakh, Surender Singh Yadav, Additional Commissioner of Police, ACB said.

The muster rolls of South Zone MCD relating to de-silting of drains for the month of March 2002 to June 2002 were collected and seized when the scam was unearthed.
 

"During scrutiny of the seized 32 muster rolls involving a sum of Rs 12,99,515 and 745 numbers of beldars/labours, it was found that they were bogus names. No beldars had come forward to claim the wages," Yadav said.

An FIR was registered in connection with the scam in on December 10, 2003 at ACB police station.

During investigation, it was established through forensic examination that the accused officials had signed the bogus muster rolls, the officer added.
