Seeking Prime Minister Dr Manmohan Singh's intervention, Jammu and Kashmir Congress chief Saifuddin Soz today said the Prime Minister's special scholarship scheme for students is not being implemented.

"I would earnestly request you (Prime Minister) to kindly intervene in the matter and ask the HRD Ministry to ensure proper implementation of the scheme", Soz said in a letter to the Prime Minister today.

"Government of India has devised a scheme to provide scholarships to students of Jammu and Kashmir to undertake studies outside the state," he said adding that the scholarship has not been released so far by the Ministry of Human Resources Development.

"Many students who had cleared their first and second semesters did not receive the scholarships so far. Many have returned home with a deep sense of frustration," he said in his letter.

Demanding the scheme to be open-ended with no cap on the number of students benefited from the scheme, Soz added, "I have already urged the HRD Ministry to release the scholarships immediately so that eligible students do not give up their studies outside the state.
