Transport scam: ACB files charge sheet in court

The Anti-Corruption Branch of Delhi government today filed a charge sheet in a court here in a multi-crore transport scam involving corruption in the fitness tests carried out on commercial vehicles.

The charge sheet was filed before Special Judge Poonam Chaudhry in the case in which several persons were arrested in 2013 for allegedly siphoning off crores of rupees in conducting fitness tests of commercial vehicles in the national capital in connivance with the transport department.

The ACB had registered a case pursuant to a complaint by RTI activist Vivek Garg alleging that the contract for lane test of commercial vehicles before grant of fitness certificates was granted by the Delhi government to ESP India without inviting any tender in 2002 and necessary tests were not being conducted by the company.
 

Garg had sought registration of FIR against then Chief Minister Sheila Dikshit, former Transport Minister Arvinder Singh Lovely, former Transport Commissioner R K Verma and ESP India. The ACB, however, had given a clean chit to Dikshit and Lovely, saying no irregularity was found on their part.

The ACB had arrested several persons including India- based director of ESP USA, Nitin Manawat, Puran Chand Tamta, CEO of Tambros India Ltd, an alliance partner of ESP India, and others for allegedly floating a fake firm, ESP India.

The others who were arrested included Joginder Sharma, a former Deputy Commissioner posted at Vehicle Inspection Unit (VIU) at Burari, transport officials M A Usmani, V K Gupta and Ashok Gupta.
