Bihar to give govt employee status to 350,000 contractual teachers

The Bihar Cabinet on Tuesday decided to give government employee status to around 3.5 lakh contractual (Niyojit) teachers, teaching in different government-run schools in the state, an official said. While elaborating on the process of the newly approved policy, Siddharth said, "These exclusive teachers will have to clear competency examinations for continuing the status of a government employee. On day of INDIA meet, posters in Patna demand pivotal role for Nitish

Posters calling for assigning Bihar Chief Minister Nitish Kumar a big role in national politics were seen in several parts of the state capital on Tuesday when the JD(U) leader was away in Delhi to attend a crucial meeting of INDIA bloc. The JD(U) came out with a quick clarification that it had nothing to do with the posters, wary of upsetting the supreme leader who has been at pains to assert that his efforts at forging opposition unity were not guided by personal ambitions. Ally RJD, on its part, made it clear that the primary goal was to defeat BJP in Lok Sabha polls and if, in the process, the CM landed the top job, it would be "a matter of pride for Bihar". "It is not known who has put out the posters. But its message of 'nishchay' (resolve) is something none can find fault with", said JD(U) chief spokesman and MLC Neeraj Kumar. He was reacting to the posters with two images of Kumar, one taken from the side and the other from behind with a pithy Hindi slogan "agar sach mein .

Rescued worker from Bihar says CM did not send officials at tunnel site

A Bihar resident who was among the 41 workers trapped inside the Silkyara tunnel complained on Wednesday that Chief Minister Nitish Kumar did not send his officials to the tunnel site to enquire about the workers from the state nor did he contact his relatives back home during their 16-day ordeal. The worker complained of this when Uttarakhand Chief Minister Pushkar Singh Dhami met him at the community health centre in Chinyalisaur and asked how he was doing. "All other state governments sent their officials to the tunnel to enquire about the well-being of the trapped workers from their respective states. But our chief minister Nitish Kumar did not send anyone nor did he contact our relatives back home to say a word of sympathy. I do not know what mistake we committed," the worker told Dhami. He also expressed his gratitude to the Uttarakhand chief minister for the efforts made by various agencies under his leadership to secure their safe exit from the tunnel. Dhami had set up a ca

Bihar govt to launch programme for 2.5 mn academically weak school children

The Bihar government will launch a programme in December for nearly 25 lakh children lagging woefully behind their peers in schools with some of them incapable of reading simple Hindi words despite having reached upper primary classes, officials said on Thursday. As part of the programme, 'Mission Daksh', the state Education Department has directed teachers to intensively mentor such students, in batches of not more than five, with the "warning" that any laxity will cause them to face action. Additional Chief Secretary of Education KK Pathak wrote to all the district magistrates (DMs) on November 21, requesting them to supervise the progress of the programme in their areas on a daily basis from December 1. District-wise monitoring committees, headed by DMs, would be formed for the effective execution of 'Mission Daksh', it said. During the regular inspection and monitoring by the DMs that started in July, it was found that there is a considerable number of academically weak student

Bihar urges Centre for 65% quota in 9th Schedule to seek legal shield

The Bihar government on Wednesday decided to urge the Centre to incorporate the hiked reservation for deprived castes from 50 to 65 per cent in state government jobs and educational institutions in the 9th schedule of the Constitution, so that it is guaranteed immunity from legal scrutiny, an official said. The Ninth Schedule of the Constitution includes a list of Central and state laws that cannot be challenged in courts. In 1992, the Supreme Court capped reservations for the backward classes at 50 per cent. The Cabinet also increased the dearness allowance of government employees in Bihar by 4 per cent. They will get a DA of 46 per cent with effect from July 1 this year, Additional Chief Secretary (Cabinet Secretariat), S Siddharth, told reporters after the Cabinet meeting. The Nitish Kumar government on Tuesday issued gazette notifications for raising the quota for deprived castes to 65 per cent, after Governor Rajendra Vishwanath Arlekar gave his assent to two bills, paving the

Bihar state assembly passes Appropriation Bill for 2023-24 fiscal year

The Bihar Appropriation Bill, 2023, was passed by the state assembly on Wednesday with the House approving Rs 26,086.35 crore as additional expenditure for various projects. While presenting the bill in the House, the state's Finance Minister Vijay Kumar Choudhary said the education department will be allocated Rs 7,672 crore, urban development and housing Rs 4,276.05 crore, panchayati raj Rs 3,340.61 crore and rural development Rs 1,500 crore for the projects in the 2023-24 fiscal. The Centre has stopped releasing its share for various programmes in social, education and infrastructure sectors in Bihar. For a majority of centrally sponsored schemes, the state is paying the Union government's share from its own coffers," he claimed. The bill was passed by voice vote amid a walkout by BJP legislators over Chief Minister Nitish Kumar's recent remarks in the state legislature on the importance of women's education to control population growth. Nitish's comment on women's education to control population triggers row

Bihar Chief Minister Nitish Kumar's comment on the importance of women's education to control the population raised a storm on Tuesday with the opposition BJP tearing into him. Emphasising the importance of education among women to control the population, Kumar put forward a vivid description in the assembly of how an educated woman can restrain her husband during sexual intercourse. "The husband's acts led to more births. However, with education, a woman knows how to restrain him... this is the reason the numbers (of births) are coming down," he said in a rustic style. "You, journalists also understand it well. Earlier it (fertility rate) was 4.3, but it has now reached 2.9. And, soon we will reach 2," he added. The opposition BJP charged Kumar with "bringing shame" to the state's women by speaking of the procreation process in detail. BJP MLAs Gayatri Devi and Sweety Hembram told reporters that "age has caught up with the chief minister who seems to have lost all sense of ...

Bihar caste survey deliberately showed inflated Muslim population: Shah

Union Home Minister Amit Shah on Sunday attacked Bihar's Nitish Kumar government, accusing it of deliberately showing inflated Muslim and Yadav population in the state's caste survey as part of its "appeasement politics". Addressing a rally in Muzaffarpur district, the senior BJP leader said that the decision to conduct the caste survey in the state was taken when Nitish Kumar's JD(U) was an NDA constituent. Last year, JD(U) severed ties with the BJP and joined the Mahagathbandhan alliance comprising Congress, RJD and Left parties. Attacking the opposition INDIA alliance, of which both JD(U) and RJD are key members, Shah alleged that the only agenda of the bloc is to oppose Prime Minister Narendra Modi. "Nitish Kumar should stop dreaming about becoming the next PM. The INDIA alliance did not even make him its convener," he said. Shah exuded confidence that the BJP would win all the 40 seats in Bihar in next year's Lok Sabha elections. Hitting out at Chief Minister Nitish Kumar, h
