Bihar govt to launch programme for 2.5 mn academically weak school children

The Bihar government will launch a programme in December for nearly 25 lakh children lagging woefully behind their peers in schools with some of them incapable of reading simple Hindi words despite having reached upper primary classes, officials said on Thursday. As part of the programme, 'Mission Daksh', the state Education Department has directed teachers to intensively mentor such students, in batches of not more than five, with the "warning" that any laxity will cause them to face action. Additional Chief Secretary of Education KK Pathak wrote to all the district magistrates (DMs) on November 21, requesting them to supervise the progress of the programme in their areas on a daily basis from December 1. District-wise monitoring committees, headed by DMs, would be formed for the effective execution of 'Mission Daksh', it said. Bihar urges Centre for 65% quota in 9th Schedule to seek legal shield

The Bihar government on Wednesday decided to urge the Centre to incorporate the hiked reservation for deprived castes from 50 to 65 per cent in state government jobs and educational institutions in the 9th schedule of the Constitution, so that it is guaranteed immunity from legal scrutiny, an official said. The Ninth Schedule of the Constitution includes a list of Central and state laws that cannot be challenged in courts. In 1992, the Supreme Court capped reservations for the backward classes at 50 per cent. The Cabinet also increased the dearness allowance of government employees in Bihar by 4 per cent. Bihar to set up permanent checkposts in a bid to curb illegal sand mining

The Bihar government has directed district authorities to construct permanent checkposts at sensitive locations to curb illegal sand mining in the state, an official said on Monday. The process for setting up such a surveillance infrastructure has already been initiated in Bhojpur, Jamui, Nawada, Rohtas, Aurangabad and Kaimur districts. The move comes after attacks on police personnel and officials of the Mines and Geology Department by the sand mafia were reported from several districts. "Instructions to construct checkposts were issued to district authorities in a recent meeting chaired by the director of the Mines and Geology Department of the state government," the official said. According to the minutes of the meeting, a copy of which is with PTI, four permanent checkposts will be built in Patna. Bihar state assembly passes Appropriation Bill for 2023-24 fiscal year

The Bihar Appropriation Bill, 2023, was passed by the state assembly on Wednesday with the House approving Rs 26,086.35 crore as additional expenditure for various projects. While presenting the bill in the House, the state's Finance Minister Vijay Kumar Choudhary said the education department will be allocated Rs 7,672 crore, urban development and housing Rs 4,276.05 crore, panchayati raj Rs 3,340.61 crore and rural development Rs 1,500 crore for the projects in the 2023-24 fiscal. Bihar tables bill in assembly to replace ordinance on 28% GST on e-gaming

The Bihar government on Monday tabled an amendment bill in the assembly to replace an ordinance to facilitate the imposition of 28 per cent GST on online gaming in the state. The additional tax on online gaming, racecourses and casinos has been in force in the state since October 1, following the Centre's notification in this regard in September. State Finance Minister Vijay Kumar Choudhary tabled the Bihar Goods and Services Tax (Second Amendment) Bill-2023 on Monday, the first day of the winter session of the state legislature. The Union Ministry of Finance issued notifications for implementing 28 per cent uniform GST on online money games, casinos, horse racing, betting, gambling and lottery in September. Union Home Minister Amit Shah on Sunday attacked Bihar's Nitish Kumar government, accusing it of deliberately showing inflated Muslim and Yadav population in the state's caste survey as part of its "appeasement politics". Tejashwi rejects charge that caste survey data was manipulated to suit RJD

Bihar Deputy Chief Minister Tejashwi Yadav rejected the charge levelled by opposition BJP and its allies that findings of the caste survey have been manipulated to suit his RJD's prospects. Talking to reporters here on Saturday, he pointed out that his caste was the most populous even as per the 1931 census, and told the BJP to press the demand for a nationwide caste census if it was not happy with the state government's exercise.
