In a sharp attack on the Congress without naming it, Prime Minister Narendra Modi on Monday said the opposition party has played with the emotions of the poor and divided the country on caste lines for six decades -- a "sin" which it is committing now as well. Modi's statement came hours after the Nitish Kumar government in Bihar released findings of its caste survey months ahead of the 2024 Lok Sabha polls, which revealed OBCs and EBCs constitute a whopping 63 per cent of the state's total population. The Congress is a constituent of the ruling bloc in Bihar and has promised a caste-based census in the country if voted to power at the Centre. Congress leader Rahul Gandhi, addressing a rally in poll-bound Madhya Pradesh's Shajapur district two days ago, said if his party came to power at the Centre, it would conduct a caste-based census to benefit all sections of society, particularly Other Backward Classes (OBCs) in the country. OBCs, EBCs comprise more than 63% of Bihar's population: Caste survey

The Nitish Kumar government in Bihar on Monday released findings of its much-awaited caste survey, which revealed that OBCs and EBCs constitute a whopping 63 per cent of the state's total population. According to the data released here by Development Commissioner Vivek Singh, the state's total population stood at a little over 13.07 crore, out of which, the Extremely Backward Classes (36 per cent) were the largest social segment followed by the Other Backward Classes at 27.13 per cent. The survey also stated that Yadavs, the OBC group to which Deputy Chief Minister Tejashwi Yadav belongs, were the largest in terms of population, accounting for 14.27 per cent of the total. Notably, the survey was ordered last year after the Narendra Modi government at the Centre made it clear that it would not be able to undertake a headcount of castes other than SCs and STs as part of the census.

Bihar govt announces new scheme for unemployed minority community youths

The Bihar government on Monday announced the launch of 'Mukhyamantri Alpsankhyak Udyami Yojna' for unemployed youths from the minority community. The decision was taken at a cabinet meeting chaired by Chief Minister Nitish Kumar here following a proposal by the industry department. Talking to reporters, S. Siddhartha, additional chief secretary (cabinet secretariat), said, "With an aim to promote industrial development and generate employment among unemployed minority youths, the cabinet decided to launch 'Mukhyamantri Alpsankhyak (minority) Udyami Yojna (MAUY). The scheme will be implemented on almost similar lines of the existing Mukhyamantri SC/ST/EBC Udyami Yojana, Mukhyamantri Mahila Udyami Yojna (MMUY) and the Mukhyamantri Yuva Udyami Yojana (MYUY)." A day after the Centre asserted that the census would begin soon after the 2024 Lok Sabha polls, Bihar Chief Minister Nitish Kumar on Thursday said the enumeration exercise should commence "immediately". The JD(U) supreme leader also said the census should have been completed in 2021, claiming that the "decadal census has been delayed in the country for the first time". Bihar to recruit over 69,000 teachers in schools, cabinet gives nod

The Bihar cabinet on Tuesday approved the recruitment of 69,692 teachers in state-run schools, an official said. The cabinet meeting, chaired by Chief Minister Nitish Kumar, also approved a 100 per cent hike in the monthly honorarium for around 30,000 'Siksha Sewaks' and 10,000 'Vikas Mitras' working in the state. "The cabinet approved the proposal to recruit 69,692 teachers for different classes. The recruitment will be done by the Bihar Public Service Commission (BPSC). The process will start once the BPSC completes the ongoing recruitment of 1.70 lakh teachers," Additional Chief Secretary (Cabinet Secretariat) S Siddharth told reporters after the meeting. "The cabinet also gave approval for 100 per cent hike in the monthly honorarium of 'Siksha Sewaks' and Vikas Mitras'. Display MMGAY logo on houses being constructed under scheme: Bihar govt

The Bihar government has directed district authorities to display the "logo" of the state-sponsored 'Mukhya Mantri Gramin Awas Yojana' (MMGAY) in all houses that are being constructed under the scheme in the rural areas. In a recent circular issued to all Deputy Development Commissioners (DDCs) and other concerned officials of the district administration, the state Rural Development department has asked the DDCs to ensure the display of the logo in all houses being constructed under the MMGAY and 'Mukhya Mantri Vas Sthal Kraya Sahayata Yojana'. Bihar Rural Development minister Sharvan Kumar said that houses built under Indira Awas Yojana (IAY) before 1996 have become dilapidated. Centre ignoring Bihar's plea on PMAY-G, 13 lakh rural people waiting: Min

The Centre has not provided Bihar with fresh targets under the Pradhan Mantri Awas Yojana-Gramin (PMAY-G) for the last three years, though around 13 lakh families are waiting for houses in the state, Rural Development Minister Sharvan Kumar claimed. He asserted that several letters were sent to Union Rural Development and Panchayati Raj Minister Giriraj Singh, urging him to allocate fresh target for Bihar, but the state did not get it for 2018-19, 2022-23 and 2023-24. The opposition BJP, however, accused the Bihar government of playing politics over the issue, and claimed that the state administration is not ready to submit work completion reports or fund utilisation certificates on time. Eligible beneficiaries get financial assistance from both central and state governments to build pucca houses in rural areas under the PMAY-G scheme. According to the Centre's notification, the PMAY-G aims to construct 2.95 crore houses across rural India to achieve the vision of "Housing for All"
