Get 'labour cards': 90% of crimes in Goa due to migrant labourers, says CM

Goa Chief Minister Pramod Sawant has said that about 90 per cent of the crimes in the coastal state are committed by migrant labourers from Bihar, Uttar Pradesh and other areas, urging contractors to obtain "labour cards" before employing them. Sawant made the claim at a Labour Day function on May 1 in Panaji. The chief minister said that every migrant labourer working in the state should have a labour card given by the state government. The Goa government issues labour cards to those working in the private, unorganised and industrial sectors to keep a record of employment as well as extend welfare measures to this category. Sawant said that it is necessary to track the details of labourers as after committing a crime in Goa, migrant labourers often return to their state and it becomes difficult to locate them. Special remission programme: 189 jail convicts to be released on R-Day

A total of 189 convicts will be released from prisons across Maharashtra, including three from Thane Central Jail, on Republic Day as part of the Union government's special remission programme to mark 75 years of Independence, an official said on Sunday. The three inmates from Thane are undergoing jail terms for attempt to murder and other crimes, he added. "The special remission programme will see some prisoners being released on January 26, 2023 and August 15,2023 for good conduct while serving their sentences. A total of 189 inmates from Maharashtra will be released," he said. The prisoners are selected on the basis of age, time spent in jail, disabilities, health etc, he added. Thane Central Jail has 4,569 inmates, including 132 women, while 52 are above the age of 70 and 386 below 20 years. The capacity of the jail is, however, just 1,105, officials here pointed out. The Naupada police in Thane have registered a case against a woman for stealing jewellery and a mobile worth Rs 1,20,000 from a 45-year-old man after spiking his cold drink. The man and the woman were Facebook friends and had met for the first time. The police said the man lives in Gove village near Bhiwandi and is a real estate agent. An official said on Wednesday that complainant Vijay Patil met one Samruddhi Khadapkar on Facebook and the two became friends. On learning that Patil did not have a steady source of income, the woman told her that she knew a few officials at the Maharashtra state secretariat and she could ensure better business opportunities for him, said the official. Andhra Pradesh's crime rate falls down in 2022, says DGP K V Reddy

Crime rate in Andhra Pradesh has come down in 2022 to 2,31,359 cases from 2,84,753 in 2021, by undertaking visible policing, awareness programmes and effective management of women police services, among other activities, DGP K.V. Rajendranath Reddy said on Wednesday. A report released by him said as many as 945 murder cases were registered in 2021, while in 2022 it was only 857. According to him, the overall conviction rate stood at 66 per cent even as over one lakh cases have been settled through Lok Adalat. Crime against women has come down due to geo mapping of crime-prone areas, use of Disha App and constant vigil buy women police, he said. However, there is slight increase in domestic violence cases in the State. The DGP said there is an increase of cyber crimes in 2022 as against 2021. The official said about 2.45 lakh kg of ganja was seized during the year.

No special remission for those convicted in heinous crimes: Centre

Any person convicted with life imprisonment and those for heinous crimes, including offences against women and children, are not eligible for special remission announced as part of the 'Azadi ka Amrit Mahotsav' celebrations, Rajya Sabha was informed on Wednesday. Union Minister of State for Home Ajay Kumar Mishra said as part of the 'Azadi ka Amrit Mahotsav', the government had approved a scheme to grant special remission to specific categories of prisoners and release them in three phases on August 15, January 26, 2023 and on August 15, 2023. "In terms of the guidelines provided on the subject, persons convicted with sentence of life imprisonment and those convicted of heinous offences, including offences against women and children, are not eligible for special remission under this scheme," he said in a written reply to a question.

A 40-year-old Sikh man has been charged with second-degree murder for fatally stabbing his wife at their home in Canada's British Columbia province, police said. Navinder Gill was charged last week for stabbing 40-year-old Harpreet Kaur Gill on December 7 in Surrey, a Canadian police statement said. On December 7, police responded to a stabbing report and found Harpreet Kaur Gill with life-threatening injuries resulting from multiple stab wounds at her home. She succumbed to her injuries after being rushed to a hospital. The accused, identified as the victim's husband, was taken in custody at the scene as a suspect by the Integrated Homicide Investigation Team (IHIT) but was released a day later as investigations continued, the statement said. Vikas Lagarpuria mastermind of multi-crore Gurugram heist arrested

Gangster Vikas Lagarpuria, the alleged mastermind of a multi-crore heist here last year and accused in cases of murder and extortion, has been arrested at Delhi airport, a special task force official said on Thursday. The arrest was in coordination with central agencies, the official added. The suspect hails from Lagarpur village in Haryana's Jhajjar district.
