Delhi LG holds meeting on air pollution, departments to issue advisories

Delhi Lieutenant Governor V K Saxena held a meeting with Environment Minister Gopal Rai amid severe air pollution in the city on Friday, in which a decision was taken to appeal neighbouring states, particularly Punjab, to check paddy stubble burning. The meeting also decided to adopt interim measures such as issuing advisories by the Environment department asking people, especially children and the elderly, to take extra care and remain indoors as far as possible, preparedness by the Health department and optimal use of mechanised road sweepers, water sprinklers and anti-smog guns. The meeting chaired by the LG could not be attended by the chief minister who was out of Delhi, according to a Raj Niwas statement. The central government on Friday deferred implementation of stricter measures under the final stage of the air pollution control plan, saying curbs under Stage III were implemented only a day ago and the air quality index in Delhi-NCR is already showing a declining trend. Delhi's 24-hour average air quality index stood at 468 on Friday which falls in the "severe plus" category, a stage at which all emergency measures, including a ban on polluting trucks, commercial four-wheelers, and all types of construction, are mandated to be initiated and enforced in the National Capital Region. These measures constitute the final stage of the Graded Response Action Plan and should ideally be activated at least three days prior to the Air Quality Index surpassing the 450-mark in the capital, as outlined in a policy document prepared by the Commission for Air Quality Management (CAQM). Only electric, CNG, BS-VI diesel buses from Haryana allowed to enter Delhi

The Delhi government has directed that all buses coming to the national capital from Haryana will have to run on electric, CNG or BS-VI diesel, while buses from the NCR regions of Uttar Pradesh and Rajasthan need to follow these norms while coming to the city from Wednesday. The transport department of the city government said from July 1 next year, all buses coming to Delhi from any city or town in Haryana, Rajasthan and Uttar Pradesh shall only be electric, CNG and BS-VI diesel ones. The Commission for Air Quality Management (CAQM) had said starting November 1, only electric, CNG and BS VI-compliant diesel buses will be allowed to operate between Delhi and the cities and towns of Haryana, Uttar Pradesh and Rajasthan falling in the National Capital Region (NCR). Delhi's air quality in October worst since 2020 due to lack of rainfall

Delhi's air quality in October this year was the worst since 2020 with meteorologists attributing it to the lack of rainfall. The capital recorded an average Air Quality Index (AQI) of 210 this October, compared to 210 in October last year and 173 in October 2021, according to Central Pollution Control Board (CPCB) data. Delhi saw just one rainy day (5.4 mm of precipitation) in October 2023, in contrast to six in October 2022 (129 mm) and seven in October 2021 (123 mm). The Centre's Commission for Air Quality Management (CAQM) said the average wind speed during October 2023 was relatively low and spells of absolutely "still" conditions were also observed during the month. According to CPCB data, the capital did not record even a single day with 'good' air quality, whereas there were two such days in 2022 and one in 2021. The CAQM, however, reported that Delhi registered an AQI of 172 from January 1 to October 31 this year, the second-best for the corresponding period in six years.

NDMC deploys anti-smog guns, sweeping machines to curb winter air pollution

As the city weather takes a turn, the NDMC has deployed mechanical road sweepers and hired eight anti-smog guns in a slew of measures to control pollution. New Delhi Municipal Council Vice Chairperson Satish Upadhyay on Saturday announced a comprehensive set of "Air Pollution Control" measures for 2023-24. "We recognise the urgent need to prioritize environmental well-being as air pollution, a significant contributor to respiratory diseases, heart conditions, and cancer, demands our collective attention," Upadhyay said ahead of the festival season. He said currently there are no dust hot spots in the NDMC area. The NDMC has deployed seven mechanical road sweepers, operating in two shifts with GPS tracking and wet sweeping. In all, these machines have covered a sweeping distance of 280-330 kilometers between April 1 and October 26, said the NDMC. Stubble burning contribution to Delhi's pollution likely to reduce: Rai

Delhi Environment Minister Gopal Rai said on Saturday that the number of stubble burning incidents recorded in neighbouring states so far is fewer than last year, and the overall contribution of farm fires to the city's air pollution is expected to reduce. However, he cautioned that air pollution may increase in the coming days due to unfavourable meteorological conditions. Only around 2,500 stubble burning incidents have been recorded so far, compared to 5,000 such cases during the same period last year, he told reporters here. According to the Indian Agricultural Research Institute, Punjab, which accounts for the maximum number of cases of stubble burning every year, reported 49,922 farm fires in 2022, compared to 71,304 the previous year and 83,002 in 2020. The agrarian state logged 50,738 incidents of stubble burning in 2019, 59,684 in 2018, 67,079 in 2017, and 1,02,379 in 2016.
