The Supreme Court today dismissed five petitions challenging the CBSE's decision to conduct a re-examination of the Class 12 economics paper after an alleged leak. The top court said it is the discretion of the Central Board of Secondary Education to conduct the re-examination and can't be challenged in the court. A bench of Justices S A Bobde and L Nageswara Rao asked the students who had challenged the CBSE's decision to appear in the examination if conducted. Several petitions were filed before the apex court after the CBSE said on March 28 that the Class 10 maths and Class 12 economics paper had allegedly leaked. The CBSE said yesterday that it has found after assessment there was no impact of alleged paper leak of Class 10 maths paper and no re-examination would be held. Besides challenging the CBSE's decision, the petitioners also wanted a CBI probe into the alleged paper leak, saying several incidents were reported from various states and Delhi Police was not competent to hold .

The HRD Ministry has set up a "high-powered committee" to examine the process by which the CBSE conducts examinations, following the alleged leak of the Class 10 mathematics and the Class 12 economics papers. The panel, headed by former HRD secretary V S Oberoi, will also suggest measures to make the process "secure and foolproof through the use of technology" and submit a report by May 31 to the ministry. "The government had yesterday constituted a High Powered Committee, comprising experts, under chairmanship of V S Oberoi, ex-Secretary, MHRD, to examine the process of conduct of CBSE exams and suggest measures to make it secure and foolproof through the use of technology," the HRD's School Education Secretary, Anil Swarup, said. The Uttar Pradesh cabinet headed by Chief Minister Yogi Adityanath today dicussed a draft bill that aims to check arbitrary fee hikes imposed by private schools and provide relief to students, a minister said. The state cabinet discussed a draft of the proposed Uttar Pradesh self-financed independent schools (Regulation of Fees) Bill, 2018, aimed at checking arbitrary fee structures, Deputy Chief Minister Dinesh Sharma said. The proposed bill will apply to all private schools charging Rs 20,000 in fees annually including the minority institutions and will come into force from the academic session 2018-2019, he said. "The aim is that there should not be any capitation fee and that the admission fee is not charged every year and the school uniforms are not changed on annual basis," he said. The Uttarakhand High Court today asked the chief secretary to file an affidavit explaining why NCERT books should be compulsory in CBSE schools. In a writ filed by private schools, school trusts, school associations and others along with book publishers, it was pointed out that NCERT books have become mandatory not only in CBSE-affiliated government schools but even in those which fall in the category of private schools. The single bench of Justice Sudhanshu Dhulia of the high court asked the chief secretary to answer the questions posed in the petition by April 11 when the matter comes up next for hearing. The questions raised in the writ petition include as to how many NCERT books are printed as opposed to the number of students who require such books. Haryana Education Minister Ram Bilas Sharma said today that tablet workshop and smart classes would be started for students in government schools of the state. "To begin with, a pilot project would be started in 30 schools of Gurugram and Rewari districts from the next academic session," he said here. Weeks after announcing a new faculty reservation mechanism for universities, the Centre is preparing to file a special leave petition to undo the move that has sparked a controversy. "There is confusion on whether to treat a university or a department as one unit in the reservation roaster. An inter-ministerial committee was set up to discuss the matter. We took legal opinion and have decided to file a Special Leave Petition (SLP) in the Supreme Court," Union HRD Minister Prakash Javadekar said at an event. Following an Allahabad High Court order upheld by the Supreme Court the University Grants Commission (UGC) had on March 5 announced a new mechanism for implementing faculty reservations, i.e. calculating total posts department wise rather than institution wise. Union Minister of State for Human Resource Development Satyapal Singh said today the central government is working to prepare a mechanism that will ensure that no question paper ever takes place in the future. He said the Delhi Police's Crime Branch is investigating the recent CBSE paper leak case and had made some arrests also. "We are working to prepare such a mechanism that no question paper leak can ever take place in future," Singh said in Sonipat today. The CBI today busted a human trafficking racket and booked its five members for allegedly attempting to send 11 teenaged boys from Punjab to the United States on forged and fabricated documents. A CBI spokesman said that immediately after registering the case, searches were conducted at six places in Punjab. The five, identified as Sundeep Singh Luthra, Amit Jyot Singh, Rohit Gauba, Anshika Matharu and Rachna David, allegedly conspired in and attempted human trafficking of 11 teenaged boys to the US under the garb of an educational trip, the agency said. It was alleged that the accused persons submitted false and fabricated documents to the US Embassy for obtaining non-immigrant visa for these boys who were shown as students of a school in Pathankot in Punjab. David, who was to escort the group of boys, was shown as the principal of the school, the CBI said and added that none of them belonged to the school mentioned in their applications.
