The executive wing of the cash-strapped North Delhi Municipal Corporation (NDMC) had proposed handing over its hospitals and medical college to the Centre, officials said. The proposal came up before the standing committee of the BJP-led corporation today, but the item was "postponed", an official said. NDMC has five major hospitals under its jurisdiction and a medical college, since the trifurcation of then unified MCD in 2012. Some of the major hospitals under NDMC are Hindu Rao Hospital attached with a college, and Kasturba Hospital.

The Calcutta High Court today gave permission to 218 students of a girls college to sit for their examination which had been refused by the Calcutta University on the ground that the institution had exceeded its intake capacity at the time of enrolment. The fate of the undergraduate students had been hanging in the balance following the university's decision to refuse their registration over its claim that the college had admitted 10 students in excess of its intake capacity in five honours subjects. In an interim order, Justice Arindam Sinha directed CU to complete registration process of all the 218 students and allow them to sit for the Part-I Honours subjects which they have studied for. The Part-I examination of the university is scheduled to commence from March 6. Students on strike across four campuses of the Tata Institute of Social Sciences (TISS) have refused to call it off even after the institute's administration allowed them to use college facilities despite the pendency of dues. A section of students have been on strike since February 21 after the TISS administration asked many of them, who have been chosen for government scholarships but are yet to get the money, to clear their dues related to tuitions, dining and hostel fees. The Delhi University (DU) today submitted before the Delhi High Court that the varsity's BA exam records of all its students of 1978 is held in a fiduciary capacity and cannot be disclosed under RTI. The submission has been made by the DU in an affidavit which the court has not taken on record as it had earlier closed the varsity's right to file further replies in the matter. The affidavit was filed by the varsity in its plea challenging a Central Information Commission (CIC) direction to allow inspection of the university's records of all students who had passed BA examination in 1978. The CIC had directed the DU to allow inspection of records related to all the students who had passed BA degree in 1978, the year in which, according to the University, Prime Minister Narendra Modi had also cleared the examination. The state government today raised the upper limit for fees for higher secondary students in the science stream in private schools to Rs 30,000 per year from the earlier cap of Rs 27,000. The cut-off was revised by the state government after the Supreme Court, in its interim order earlier this month, directed it to do so after hearing representations from the schools and parents' associations. "Considering that schools have to spend on laboratories for its science stream, like purchase of chemicals and appointment of laboratory assistants, we have decided to raise the cut-off for higher secondary (science) to Rs 30,000 from Rs 27,000 presently," state education minister Bhupendrasinh Chudasama said. The government had left the upper fee limits for pre-primary and primary, secondary and higher secondary (general) unchanged at Rs 15,000 and Rs 25,000 respectively, Chudasama added. Delhi Deputy Chief Minister Manish Sisodia has ordered the education department to look into complaints against private schools withholding admit cards of students for board exams. In an official order, he said, "Private schools can increase fees only after verification of accounts is complete. But some schools are charging excess fees as well as arrears from parents. Some schools are also using threat of non-issuance of admit cards to force parents to pay hiked fees." "I have received complaints from several distraught parents about this harassment from schools. The education department should ensure that all children receive their admit cards without delay and an action-taken report is sent to me," Sisodia said. The Delhi High Court today put on hold the operation of a CBSE notification laying down eligibility conditions, including the upper age limit of 25 and 30 years for general and reserved categories respectively, to apply for MBBS course. The order was passed by a bench of Justices Sanjiv Khanna and Chander Shekhar on several petitions moved by medical aspirants who are aggrieved by various other eligibility norms which bar them from applying for the National Eligibility cum Entrance Test (NEET)-UG for which the last date for submission of application is March 9. The Delhi government has decided to set up its State Sanskrit Education Council to improve the state of formal education of the language in the national capital. Deputy Chief Minister Manish Sisodia has directed the education department to examine various representations received by the Delhi government pertaining to Sanskrit education in schools and colleges. "Formal education of Sanskrit language in Delhi is a mess. I keep receiving representations from various people on issues pertaining to Sanskrit education in schools, colleges and universities. The main reason behind this is that Delhi does not have a Sanskrit Education Council," he said in an official order. "The department may examine the representations and do the needful to set up a Delhi State Sanskrit Education Council. A detailed step-by-step programme about actions to be taken should be submitted to me as soon as possible," Sisodia said.

The Punjab government has constituted an advisory group of eminent academicians to work on a roadmap for reforms in higher education sector, an official said today. The advisory group will provide inputs and give recommendations on various issues related to higher education sector in the state, a spokesperson of the chief minister's office said. It has been mandated to propose a viable framework for regulation of public and private universities in the state, and has asked to submit its interim report by June 30 and final report by September 30, 2018, said the spokesperson Sociologist Prof Dipankar Gupta, Ashoka University Vice Chancellor Pratap Bhanu Mehta, former vice-chancellor of Central University of Punjab Jai Rup Singh and former officiating chairman of University Grants Commission V S Chauhan are members of the group, the spokesperson said. West Bengal Education Minister Partha Chatterjee today urged the opposition to come together and help the government to curb "isolated incidents" in colleges and universities of the state. Chatterjee, however, criticized the opposition for trying to malign the government on each and every issue regarding the education system of the state instead of helping the government tackle the situation.
