No provision for creamy layers in SC/ST quota in Constitution: Centre

The Union Cabinet on Friday asserted that there was no provision for a creamy layer in the reservation for SCs and STs in the Constitution given by B R Ambedkar. The Union Cabinet, at a meeting chaired by Prime Minister Narendra Modi, held a detailed discussion on the Supreme Court judgement on the sub-categorisation of reservation for SCs and STs as granted in the Constitution. "It is the well thought view of the Union Cabinet that the NDA government is firmly committed to the provisions in the Constitution given by Dr Babasaheb Ambedkar," Information and Broadcasting Minister Ashwini Vaishnaw told reporters here. Prakash Ambedkar to launch yatra over quota issue in Maha from July 25

The Vanchit Bahujan Aghadi (VBA) will hold the 'Aarakshan Bachao Janyatra' on the reservation issue in parts of Maharashtra from July 25, party chief Prakash Ambedkar said. Talking to reporters here on Tuesday, Ambedkar demanded that the Kunbi caste certificates issued without the people applying for it be cancelled and political parties clear their stand on the reservation issue. K'taka approves bill for 100% reservation for Kannadigas in private firms

The Karnataka cabinet has approved a bill mandating 100 per cent reservation for Kannadigas in private firms for Group C and Group D posts, Chief Minister Siddaramaiah said on Tuesday. The decision was taken in the Cabinet meeting held on Monday, he said. "The Cabinet meeting held yesterday approved a bill to make recruitment of 100 per cent Kannadigas mandatory for 'C and D' grade posts in all private industries in the state," Siddaramaiah said in a post on X. "We are a pro-Kannada government. Our priority is to look after the welfare of the Kannadigas," the CM said. NCBC recommends raising reservation quota for OBCs in Bengal, Punjab

The National Commission for Backward Classes (NCBC) has recommended an increase in the reservation quota for Other Backward Classes (OBCs) in public employment in Punjab and West Bengal. The Commission's decision comes after a review of the current reservation policies, oral statements, and documentary evidence, aiming to align with the directives laid out by the Supreme Court in the Indra Sawhney case, according to an advisory. Currently, Punjab allocates 25 per cent of public employment positions to Scheduled Castes and 12 per cent to OBCs, totalling 37 per cent reservation. The NCBC has proposed enhancing the OBC quota by an additional 13 per cent, bringing the total OBC reservation in public employment to 25 per cent. Stepping up attack, the Congress on Monday demanded the dismissal of UGC Chairman M Jagadesh Kumar over the draft guidelines for "de-reservation" of posts in higher education institutions, with party leader Rahul Gandhi alleging it was a "conspiracy" to end the reservation given to SC, ST and OBC categories. Amid a controversy over UGC's draft guidelines on filling of reserved posts in higher education institutes, Union Education Minister Dharmendra Pradhan on Sunday clarified that not a single post will be de-reserved. Pradhan said there is no scope of ambiguity in reservations after introduction of the Central Educational Institutions (Reservation in Teachers' Cadre) Act, 2019. Bihar Cabinet approves proposal to hike quotas to 75% from existing 50%

The Bihar Cabinet on Tuesday passed a proposal to raise the quota for SCs, STs, Other Backward Classes, Extremely Backward Classes and Economically Weaker Sections (EWS) to a total of 75 per cent from the existing 50 per cent. A bill will be brought in the assembly on the same during the ongoing winter session. Chief Minister Nitish Kumar made a statement in this regard while concluding the debate on the Caste Survey report, which was tabled in the assembly on Tuesday. Kumar's announcement comes months ahead of the 2024 Lok Sabha elections. The proposal seeks to hike the reservation of OBCs and EBS to a combined 43 per cent from 30 per cent, 20 per cent for Scheduled Castes (SCs) from 16 per cent and 2 per cent for Scheduled Tribes (STs) from 1 per cent. The quota for EWS will remain at the existing 10 per cent.
