NCTC not to kick off from March 1

Under attack from non-Congress CMs, the government has put on hold the launching of the National Counter Terrorism Center (NCTC) scheduled for March 1 and the anti-terror body may take shape only after a meeting of state police chiefs likely to be held in the second week of March.
