35th National Games

The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that since the 35th National Games are being hosted by the Government of Kerala and the expenditure to be incurred on creation and development of sports infrastructure and conduct of the National Games is to be met and arranged by the Government of Kerala, the question of reducing the expenditure by the Government of India does not arise.

In a written reply in the Lok Sabha today Shri Sonowal said, grant of Rs.121 crore from Central Government in the form of Additional Central Assistance (ACA) was approved which was 30% of Rs.403.36 crore, the total project cost estimated for 35th National Games. Entire ACA of Rs.121 crore has been released to the Government of Kerala.

The Minister said, the Government of Kerala in December 2011 informed that on comprehensive review of sports infrastructure and re-assessment of overall expenses, the revised project cost for 35th National Games would be Rs.611.13 crore. A Central Team led by Joint Secretary in the Department of Sports and having representatives from Planning Commission, Sports Authority of India and Indian Olympic Association visited Kerala in March 2012 to assess the revised project cost of Rs.611.33 crore. As against the revised project cost of Rs.611.33 crore, the Central Team had accepted the total budget of Rs.403.36 crore.

Shri Sonowal said, the Government of Kerala requested for central assistance of Rs.201.68 crore (50% of the project cost of Rs.403.36 crore). However, the Planning Commission recommended 30% central share. As per existing guidelines of Additional Central Assistance (ACA), General Category States are entitled to get 30% grant as one-time ACA of the total project cost, the remaining 70% of the project cost is to be borne by the State Government. Accordingly, ACA for 35th National Games worked out as Rs.121 crore (30% of project cost of Rs.403.36 crore) and entire amount of ACA of Rs.121 crore has been released to the Government of Kerala.
