Dirty secret?

All India Congress Committee General Secretary Digvijaya Singh has alleged that the money collected as Swachh Bharat cess is being diverted to the publicity campaign of Prime Minister Narendra Modi. "What is the basic function of a municipal corporation? Cleanliness," he said. "Swachh Bharat tax is also being collected. Where is (the money from) this tax going? This whole money is going into publishing the advertisements of Modiji. It is not going into any Swachh Bharat campaign." The Congress leader was addressing a Congress training camp in Hyderabad.
