Straying adrift

The Haryana government is now grappling with another big problem: the issue of stray dogs. Haryana has 2.5 million stray dogs. This means that there is one dog for every 10 human beings in the state. The government has set aside Rs 30 crore just for anti rabies vaccines. As if the Manohar Lal Khattar government didn't have enough problems.
