Goa Chief Minister Manohar Parrikar today said the state government will enact a legislation during the next assembly session to penalise the NGOs and individuals who "misuse the law to black-mail others".
"There are several NGOs and individuals who are doing a good job. But a few NGOs and individuals fund themselves by extorting money from others," Parrikar told the House naming a government servant, who, he said had misused the law filing 24 different cases.
He said that some people are "spurious and litigant by nature."

"Government will enact a legislation during the next session taking action against those who are misusing the law to blackmail others," the chief minister said on the floor of the House responding to the calling attention motion moved by BJP legislator Pramod Sawant.
He also appealed the media not to entertain such litigants as they are thriving on the media publicity.
