Uttrakhand Chief Minister Harish Rawat today said it is the needy people who have the right to get help from the CM's discretionary funds and not the MLAs.
Rawat said this in the state Assembly while replying to a demand of BJP members to fix a separate quota for MLAs in the CM's discretionary funds.
Replying to the demand, the Chief Minister said there is no need to provide quotas to the MLAs because the needy people have the right to get help from the funds and not the MLAs.

Earlier, during the Zero Hour, BJP MLA Madan Kaushik alleged that the needy people are not getting money from the funds despite the CM's approval.
He alleged that this was happening especially in the constituencies of opposition MLAs.
Rawat said money was first distributed for the pending approvals of 2012-13 and then payment was made for later approvals. After this, the budget got over, he said.
A demand for additional budget for this fund will be placed during the current Assembly session, Rawat said.
