Key developments

* Average new capacity addition of 15,000 Mw per annum over the past five years. This represents robust growth of 7% in annual capacity addition, but capacity utilisation is at a record low

* Declared power deficits decline to lowest levels of 4.5% (peak) and 4.2% (energy), even as severe power rationing is enforced in many states this summer

* Per capita power consumption continues to grow at a robust 4.3%, which means planners must seriously plan for new capacity, and regulators must ensure the sector is viable by permitting fuel pass-through into retail rates, so that the sector generates internal resources to grow

* Short-term power market has grown steadily accounting for 11% of all generation now, and should be taken more seriously for efficient allocation of resources
