Stray dogs case: Supreme Court to take up matter again on January 7

Responding to a petitioner in the stray dogs case who objected to some rules framed by the Delhi municipal corporation saying "inhuman" treatment was being meted out to them, the Supreme Court on Thursday said a video will be played in the next hearing, "asking you what is humanity". Senior advocate Kapil Sibal, who is appearing in the stray dogs case, told a bench of Justices Vikram Nath and Sandeep Mehta that a three-judge special bench which was scheduled to assemble on Thursday to hear the matter was cancelled. "It will come on January 7," Justice Nath said. Sibal said, "The problem is that the MCD (Municipal Corporation of Delhi), in the meantime, has framed some rules which are completely contrary". When the bench said it would consider the matter on January 7, Sibal said the authorities will implement the rules in December itself. "They will be implementing it and they will be removing the dogs. They don't have shelters," he said. Justice Nath said, "It is alright Mr Sibal.

Severe air pollution dents Delhi retail trade, footfall falls: CTI

Rising air pollution in Delhi-NCR has begun to severely impact retail trade in the national capital, with a sharp decline in market footfall, traders' body Chamber of Trade and Industry (CTI) said on Wednesday. Brijesh Goyal, chaiman of CTI, said, "As the air quality in Delhi slipped into the 'severe' category and it got widespread coverage across television, newspapers and social media, people are increasingly cautious about stepping out, resulting in shoppers are avoiding markets. This has led to a visible slowdown in business activity." According to the CTI, while nearly three to four lakh people from the National Capital Region (NCR) earlier visited Delhi markets daily for shopping, the number has now dropped to around one lakh due to worsening pollution levels. Goyal said the organisation has written to Union Environment Minister Bhupender Yadav, expressing concern over air pollution and its adverse impact on trade. Delhi Chief Minister Rekha Gupta on Tuesday said her government has got legacy problems like waterlogging and pollution and is working to find their solutions. Delhi govt approves reorganisation of 11 revenue districts into 13

In a significant move aimed at making governance simpler and citizen-centric in the national capital, the Delhi government has approved the reorganisation of the existing 11 revenue districts into 13 new districts. The decision was taken during a Cabinet meeting chaired by Chief Minister Rekha Gupta on Wednesday. For many years, the boundaries of revenue districts did not align with those of the Municipal Corporation of Delhi, NDMC, and Delhi Cantonment Board, repeatedly causing delays in service delivery, difficulties in land record management, and inconsistencies across departmental jurisdictions, said an official statement. After the reorganisation, the boundaries of all 13 districts will fully align with those of the MCD, NDMC, and the Delhi Cantonment Board, bringing clarity to governance and improving inter-departmental coordination, it said. The gazette notification will be issued within 15 days with the government looking to operationalise the new districts by the end of t

Delhi's AQI sees minor relief as winds improve, air remains 'very poor'

Even though Delhi's air quality remained in the 'very poor' range on Saturday, pollution levels dipped marginally with the average AQI settling at 305 -- a slight improvement driven by favourable wind direction and speed, and the winding down of stubble burning in neighbouring regions. The air quality is expected to remain in the 'very poor' zone for the next few days. With wind speeds likely to remain on the higher side, the Air Quality Index (AQI) may not slip into the 'severe' category for at least the next two days, Mahesh Palawat, Vice President (Meteorology and Climate Change) at Skymet Weather, said. Meanwhile, Delhi continued to inhale 'unfit' air, with the average AQI recorded in the 'very poor' category for the 16th consecutive day. The capital's overall AQI settled at 305 on Saturday after logging 369 on Friday, 377 on Thursday, 327 on Wednesday, 352 on Tuesday, and 382 on Monday, according to the Central Pollution Control Board (CPCB). In a setback to the Aam Aadmi Party on the eve of MCD bypolls, its senior leader and former two-time MLA Rajesh Gupta joined the BJP here on Saturday. No reaction from the AAP was immediately available over the development. Gupta, who was also a national spokesperson and incharge of the Karnataka unit of AAP, joined the BJP in the presence of Delhi state president Virendra Sachdeva. Sachdeva welcomed Gupta into the BJP fold by offering him the party's stole, said a statement released by the Delhi BJP. The Delhi BJP president said that the AAP leaders were now listing shortcomings and problems in Delhi that were all created during the 12-year rule of their party, and yet they were questioning an eight-month-old government of the BJP. Gupta alleged that the "biggest reason" behind the "downfall" of the AAP and its leader, Arvind Kejriwal, was treating workers in a "use and throw" manner.
