The Maharashtra government Thursday informed the Legislative Council it has decided to grant scholarships to students from the open category for pursuing higher education in foreign countries. Minister of State for Social Justice Dilip Kamble said the aggregate family income limit to grant the scholarships in the open category has been fixed at Rs 20 lakh per annum. "The government is positive about enhancing the aggregate family income limit for the backward class students on similar lines and a decision in this regard will be taken soon," he said. Kamble said the scheme for awarding scholarships for studying abroad for students in respective categories is being implemented through the departments concerned. University students turned up in large numbers Thursday to support farmers, who converged here from across the country, to press for their demands, including debt relief and remunerative prices for their produce. The farmers, converged at the Ramlila Ground, on Thursday began a two-day protest and will march to Parliament Street on Friday. The central government will sanction three more Eklavya Model Residential schools for Himachal Pradesh, Union Minister of State for Tribal Development Jasvantsinh Bhabhor said Thursday. Presiding over a review meeting of the state Tribal Development Department here, he said, in view of the state government's efficient management of the existing EMRS in Kinnaur district, his ministry will certainly approve three more such schools for the state. The new schools will come up at Pangi and Bharmour in Chamba district and Lahaul in Lahaul-Spiti district, the minister said. The Union Tribal Ministry would also consider other demands of the state regarding tribal development projects, including declaring the Hatti community of Sirmaur district as a scheduled tribe, and building a new Tribal Research Institute at Shimla, he added. The EMRSs programme of the Centre aims to provide quality middle and high level education to Scheduled Tribes (ST) students in remote areas.
The Jammu and Kashmir government announced Thursday three-month winter vacation for schools in Kashmir division and other areas falling under winter zone in the state. According to an order issued by the School Education Department, winter vacation for students up to class 8 would be observed from December 6, 2018 to March 3 next year. The winter break for students of class 9 onwards would be observed from December 17, 2018 to February 23, 2019. The order said that the officials associated for conducting practical examinations, if any, shall avail winter vacation only after conclusion of such examinations. The officials required to undergo training as per the schedule already notified by the chief education officers shall compulsorily attend the training programmes, the order said. Moreover, the teaching faculty shall report for duties in advance on February 22, 2019, to supervise the arrangements for reopening of the schools.
The report of the State Backward Class Commission tasked with studying the social, financial and educational statusof the Maratha community, had in its report included a sample survey of 40,962 families. The Maharashtra Legislature Thursday passed a bill proposing 16 per cent reservation in education and government jobs for Marathas, declared as socially and educationally backward class by the government. The government in June 2017 asked the Commission to carry out the study. The Commission conducted public hearings at 21 places and was given 1,93,651 personal memoranda. Altogether 814 memoranda were also submitted by various organisations. A notification in this regard was issued by the School and Mass Education department Wednesday. It said an ex-gratia of Rs two lakh would be given to teachers and employees in case of death and Rs 1.5 lakh in case of permanent incapacitation. The staff of Sanskrit Tols and Madrasas would also avail the opportunity, it said. The announcement will come into effect retrospectively from June 1, 2016 for non-government aided high schools and upper primary schools covered under grant-in-aid order, 2013 and grant-in-aid order, 2017, it said.

Fifty two students of a medical college in Saharanpur district have been suspended from class for one month and from hostel for six months after complaints of ragging against them were found true, the principal said Thursday. Arvind Trivedi, principal of Shaikh-Ul-Hind Maulana Mahmood Hasan Medical College, Saharanpur, said the students were suspended on Wednesday. He said the students of 2016-2017 batch had beaten up and cut the hair of their juniors. He said complaints against the students by their juniors were found true by the anti-ragging committee.
Six Dalit students were injured in a clash between two groups following an argument at a college in Muzaffarnagar district, police said Thursday. Over 50 boarders of Presidency University on Wednesday became the first batch to be allocated rooms in the Hindu Hostel, the over 130-year-old accommodation that was under renovation for three years. A university spokesman said the batch of students were allocated rooms on Wednesday, and others will be alloted within a few days. One of the students, however, said there was resentment among a section after they found out that a few rooms on the first floor were "locked" and reserved for first-year students. The Maharashtra government announced Wednesday that financial grants will be given to unaided and partially-aided schools too, apart from aided institutions. The decision is likely to benefit 30,000 teaching and non-teaching staff of such schools and put an additional burden of Rs 275 crore on the exchequer. Education Minister Vinod Tawde made the announcement in the Legislative Council after Chief Minister Devendra Fadnavis held a meeting with legislators representing teachers and graduates constituencies at the Vidhan Bhavan. "In the next two months, the administrative procedure will be completed and a budgetary provision will be made in coming Budget session," Tawde said. According to the minister, the schools which will benefit are those which are unaided but eligible for grants, and those which are getting 20 per cent grants at present.
