The Supreme Court Monday junked a PIL seeking ban on animal slaughter for meat exports alleging violation of rules under the Prevention of Cruelty to Animals Act. A bench comprising Chief Justice Ranjan Gogoi and Justice Sanjiv Khanna dismissed the petition saying it was not inclined to entertain the plea. The top court was hearing a plea filed by an organisation Healthy, Wealthy, Ethical, World- Guide India Trust and others which had sought a direction to the Centre, state governments and private sectors to immediately stop the export of meat and meat products. The Supreme Court Monday refused to allow reopening of Vedanta's Sterlite plant in Tamil Nadu's Tuticorin, which was at the centre of massive protests over pollution concerns, but granted the company liberty to approach the high court. A bench headed by Justice R F Nariman allowed Tamil Nadu's appeal against the National Green Tribunal (NGT) order only on grounds of maintainability and said the tribunal has no jurisdiction to order reopening of the plant. The court was hearing a plea by Vedanta group seeking a direction to Tamil Nadu Pollution Control Board (TNPCB) to implement the NGT order which had set aside the government's decision to close the plant. On January 8, the apex court had paved the way to re-open the plant by refusing to stay the tribunal's order. It had also stayed the last year's December 21 decision of the Madurai bench of the Madras High Court which had ordered status quo with respect to re-opening the plant. The management of the Murray-Darling River system, which stretches thousands of kilometres across several states and supplies Australia's food bowl, has been under close scrutiny following three mass fish deaths in December and January. Authorities said millions of fish died in the Darling River events, blamed on low water flow and oxygen levels in the river as well as possibly toxic algae. A leopard which was spotted moving near a bungalow in Nashik city of Maharashtra on Sunday morning was trapped by forest department officials after an 8-hour effort at 3:30pm. The leopard was caught from a shed covering the terrace of an apartment in Savarkar Nagar locality near Gangapur Road police station, an official said. He added that a forest department staff was injured in the face in the process of trapping the big cat. It was first spotted at around 7:30am Sunday by some people who come in the early hours of the day to various bungalows in the locality to do household chores, the official informed. It was also captured on a CCTV camera, installed at a bungalow here, crossing Colony Road in the crowded locality, officials said. The Centre has exempted industries like steel, cement and metal from mandatory prior environment clearance for setting up a new or expanding the existing captive power plant employing waste heat recovery boilers (WHRB) without using any auxiliary fuel. The exemption to industries having potential for heat recovery has been given to promote energy conservation and reduce green house gas emissions, according to an order. This exemption was so far given to thermal power plants using waste heat boilers without any auxiliary fuel. Prior environment clearance will not be required for setting up of new or expansion of captive power plants employing WHRB without using any auxiliary fuel, in the existing cement plants, integrated steel plants, metallurgical industries and other industries having potential for heat recovery, the order said.
