Tamil Nadu politics not regionalism, but Tamil 'exceptionalism', says Guv

Tamil Nadu politics is not regionalism, it is essentially Tamil "exceptionalism", which insists that Tamil is "distinct" from other languages, Governor R N Ravi has said. As Tamil Nadu Governor, Ravi has repeated stand-offs with the DMK government led by M K Stalin. "This Tamil exceptionalism is articulated by hatred against other languages, even those that belong to Dravidian family like Telugu, Kannada and Malayalam. It is not just Hindi," the governor said. VC appointments: SC defers Kerala Guv plea to remove CM Vijayan from panel

The Supreme Court on Monday asked to wait for the report of former apex court judge Sudhanshu Dhulia before hearing the plea of Kerala Governor Rajendra Arlekar seeking the removal of Chief Minister Pinarayi Vijayan from a panel tasked to recommend vice chancellors (VCs) for two state universities. The plea was mentioned by Attorney General R Venkataramani, appearing for Governor, before a bench of Justices J B Pardiwala and K V Viswanathan. The top law officer indicated urgency and asked the bench to take up the Governor's plea for hearing. Venkataramani said the question of who was the authority to appoint vice chancellors could create complications once the committee's recommendations were submitted. I have a very small request. Acharya Devvrat takes oath, now to serve as Maharashtra and Gujarat Guv

Acharya Devvrat on Monday took oath as the governor of Maharashtra. President Droupadi Murmu last week appointed Gujarat Governor Acharya Devvrat to discharge functions of the governor of Maharashtra, in addition to his own duties, after C P Radhakrishnan demitted office due to his election as the country's next Vice-President. Bombay High Court Chief Justice Shree Chandrashekhar administered the oath of office to Devvrat at the Raj Bhavan here on Monday. Devvrat took the oath in Sanskrit. Chief Minister Devendra Fadnavis, other state ministers, top bureaucrats, and police officers were present at the swearing-in ceremony. Devvrat, 66, has been the governor of Gujarat since 2019. SC reserves verdict on setting timeline for governors' approval of bills

The Supreme Court on Thursday reserved its verdict after hearing arguments for 10 days on the presidential reference, which asked if a constitutional court can impose timelines for governors and President to assent to bills passed by state legislatures. A Constitution bench of Chief Justice B R Gavai and Justices Surya Kant, Vikram Nath, P S Narasimha and A S Chandurkar, which commenced the hearing on August 19 on the reference, reserved the verdict. With the conclusion of country's topmost law officer, Attorney General R Venkataramani's arguments, the matter was reserved for verdict by the bench. Solicitor General Tushar Mehta, who appeared for the Centre, concluded his arguments, contesting the submissions of the opposition-ruled Tamil Nadu, West Bengal, Kerala, Karnataka, Telangana, Punjab and Himachal Pradesh which opposed the reference. The Supreme Court on Wednesday asked whether the country has lived up to the expectations of the Constitution framers that there will be harmony between the governor and the state government, besides the consultation on various issues between the two power centres. The observation of a five-judge Constitution bench headed by Chief Justice BR Gavai came when Solicitor General Tushar Mehta, appearing for the Centre, referring to the Constituent Assembly debates on appointment and powers of the governor. SC issues notice to Centre on TN govt's plea over stay on VCs' appointment

The Supreme Court has sought a response from the Centre, Tamil Nadu Governor's office, and others on a plea by the TN government challenging a Madras High Court order that stayed its power to appoint vice-chancellors at state universities. Besides the two, a bench of justices PS Narasimha and R Mahadevan also issued a notice to the University Grants Commission on a plea against the May 21 interim order passed by a vacation bench of the high court. The provision of the law for which the stay has been granted was originally among the bills that were given deemed assent by the Supreme Court in the Tamil Nadu government vs the Tamil Nadu governor case. The high court's order had come on a PIL filed by a lawyer who challenged the constitutional validity of the state's amendments. The petitioner argued that the laws violated UGC regulations, which are central and mandate that the appointment of VCs must be made by the chancellor, the governor of the state.

Kerala Raj Bhavan denies reports of seeking central security for Governor

The Kerala Raj Bhavan on Saturday termed as "absolutely baseless" the reports that it proposes to seek protection by the central forces for the Governor in view of the protests against him by some youth and student organisations. In a statement, the Raj Bhavan said there was no such move or plan on its part and that there was no threat -- direct or indirect -- to the Governor. It further said that Governor Rajendra Vishwanath Arlekar has total faith in the commitment to duty and efficiency of the Kerala Police in the discharge of their responsibility. The budget session of the Kerala assembly commenced on Friday with Governor Rajendra Vishwanath Arlekar reading out the Left government's policy which claimed that the state was facing a liquidity stress due to declining share of union fiscal transfers. In his policy address marking the commencement of the 13th session of the 15th Kerala Legislative Assembly, Arlekar said the state "has been facing stress on government finances" despite taking "earnest measures" for revenue mobilisation and rationalising expenses. BJP veteran Gulab Chand Kataria was on Wednesday sworn in as the Governor of Punjab and Administrator Chandigarh. Punjab and Haryana High Court Chief Justice Sheel Nagu administered the oath of office to Kataria at a ceremony in Raj Bhavan. Haryana Governor Bandaru Dattatreya, Punjab Chief Minister Bhagwant Mann, former Punjab Governor VP Singh Badnore and several Punjab ministers, including Harpal Singh Cheema and Gurmeet Singh Khuddian, were also present. A private member bill seeking to make Governors constitutionally bound by the advice of the Council of Ministers of states was defeated in the Rajya Sabha on Friday, with treasury benches voting against the Bill brought by Kerala CPI (M) member John Brittas. The two sides clashed at the stage of introduction of the Bill, with the Opposition MPs saying Governors in non-BJP ruled states were acting against the elected governments. Deputy Chairman Harivansh put the motion for the introduction of the Bill to voice vote and declared it defeated. Brittas, however, insisted on a division. The motion was rejected with 56 members opposing it and 21 in favour of the introduction. Gulab Chand Kataria to be sworn in as Assam Governor on Wednesday

Assam Governor-designate Gulab Chand Kataria and his wife Anita Kataria were accorded a warm welcome by several cabinet ministers of the state on his arrival here. Seventy-eight-year-old Kataria will be sworn in as the 31st governor of the state on Wednesday at Srimanta Sankardev Kalakshetra. State ministers Chandra Mohan Patowary, Atul Bora, Ranjit Das, U G Brahma, Bimal Bora, along with Chief Secretary Pawan Kumar Barthakur, Guwahati Commissioner of Police Diganta Barah and BJP state president Bhabesh Kalita greeted Kataria at the airport. He later drove to Raj Bhavan, where officers and staff made arrangements to welcome the new governor. Kataria, a resident of Udaipur in Rajasthan, succeeded professor Jagdish Mukhi, who demitted office on Sunday after completing his term.
