With GST all set to be rolled out from July one, the government has set up ten working groups to address the concerns of the industry .The groups include the ones on banking, telecom, exports, information technology, transport, textiles, MSMEs, gems and jewellery and services received and provided by the government. The groups have been asked to to give suggestions on procedural simplifications and possible rate structure. The deadline of submitting reports by the groups is April ten. Some of the issues that will be tackled by the groups include how to handle services provided between establishments of same entity without invoice or payment in certain sectors with high volumes of transactions with operations spread on a country-wide basis. The other matter is compliance challenges for small and medium sector in an automated environment with end-to-end matching of invoices. Clearing the way for a July 1 rollout, the Union Cabinet on Monday approved four Bills on a national goods and services tax (GST). The decision comes two working days after the the GST Council cleared these -- Central GST (CGST), Union Territory GST (UTGST), Integrated GST (IGST) and the Compensation Bill.These are now set to be introduced in Parliament within this week, most likely as money Bills and so, not needing approval of the Rajya Sabha, where the government does not have a majority. However, that apart, the Bills are the product of a broad political consensus. "It is expected that implementation of GST will lead to an increase in Gross Domestic Product (GDP) by one to two per cent, leading to more employment and productivity," went an official statement.
